State fees for labour migrants in Russia will be increased

According to the RIA Novosti website, under a law adopted by the Russian State Duma that tightens requirements for labour migrants working in the country, foreign nationals employed by private individuals will be required to make advance payments on personal income tax. Labour migrants will also be required to provide for themselves and their family members at a level no lower than the minimum subsistence amount calculated using the relevant regional coefficient.

The children of labour migrants may remain in Russia only for the duration of their parents’ valid work permits. If they have reached the age of 18, they will be required to obtain a work patent in their own name within 30 days or leave the country. The law will also reduce to 15 days the period within which a foreign worker must leave Russia together with their minor children if the work patent is cancelled or its validity is not extended.

Foreign nationals working in Russia will now be required to submit annually to the relevant state authorities a certificate of income for the reporting period, a copy of their tax declaration, or documents confirming the payment of taxes. Under the law, state fees for migrants will also be increased. The state fee for obtaining Russian citizenship will rise from 4,200 to 50,000 rubles, the fee for obtaining a temporary residence permit from 1,920 to 15,000 rubles, and the fee for obtaining a permanent residence permit from 6,000 to 30,000 rubles.
