The “Turkmennebit” State Concern, on behalf of the tender commission for selecting suppliers of goods, works and services for Turkmenistan’s oil and gas sector, has announced Open International Tender No. 208 for the development of proposals to improve the production of road and construction bitumen at the Turkmenbashi Complex of Oil Refineries. Only manufacturers or licensors that meet the requirements specified in the tender documentation and have at least 10 (ten) years of experience in this field may participate in the international tender. To participate in the tender, applicants should contact the “Turkmennebit” State Concern building and: submit a written application stating the applicant’s full name, legal status, country of registration and banking details; review the Law of Turkmenistan “On Tenders for the Supply of Goods, Performance of Works and Provision of Services for State Needs”, the “Rules for Conducting Tenders” and the documents required to participate in the tender; obtain the main technical requirements of the tender and the principal terms of the contract; obtain an account number to pay a non-refundable participation fee of USD 1,725 or its equivalent in manats, excluding VAT and bank charges. Tender proposals will be accepted until 12:00 local time within 30 (thirty) working days from the date the announcement is published in the “Neutral Turkmenistan” newspaper. The account number for transferring the funds will be provided when the written application is submitted. From the date of publication of the announcement, the complete tender proposal must be sent to the specified address in a sealed envelope certified with a stamp. Its review will begin after the funds have been transferred to the relevant account. The envelope must contain an electronic version of the questionnaire, the main characteristics of the contract in Word format and the technical and economic specifications in Excel format.
