CAI Interbudmontazh Addresses Infrastructure Investment and International Cooperation at CIET 2026
Dear participants and guests of the conference!
First of all, allow me to express my sincere gratitude to the deeply respected National Leader of the Turkmen people, Hero-Arkadag Gurbanguly Myalikgulyevich Berdimuhamedov, the respected President, Hero Serdar Berdimuhamedov, the Government of Turkmenistan and the organizers of this conference for the invitation to take part in such an important event.
This international conference creates opportunities for exchanging experience, introducing new technologies and developing international cooperation in Turkmenistan’s construction and industrial sectors.
It is especially important for us to be part of these processes!
Allow me to say a few words about our company.
CAI Interbudmontazh was founded in 1993. We have been operating in Turkmenistan since 2001 — in other words, for a quarter of a century.
During this time, we have implemented hydraulic engineering projects, underground infrastructure projects and engineering network projects. Today, we continue to take part in the development of Turkmenistan’s infrastructure.
Over 33 years of operation, our company has implemented more than 150 projects in the CIS, Asia and Africa.
Today, I would like to address the following topic:
“Attracting Investment for Infrastructure and Industrial Development: Public-Private Partnership and Transport-Economic Connectivity”
It is important to discuss not only what needs to be built, but also what contribution a project will make to economic development, what new technologies it will enable and what opportunities it will open for international cooperation.
Infrastructure helps enterprises operate, connects cities and districts, enables the movement of people and goods, helps reduce costs and creates new jobs.
According to an estimate by the international consulting company McKinsey, the total need for investment in global infrastructure by 2040 will amount to around US$106 trillion.
In 2025, global infrastructure funds attracted almost US$200 billion. This was 58% more than in 2024.
Infrastructure development creates a foundation for national economic growth, the introduction of modern technologies and industrial development.
IMF studies provide the following estimate: if public investment increases by an amount equal to 1% of GDP, this may raise GDP by approximately 0.4% in the same year and by 1.5% after four years.
This depends on the quality of the project and on how efficiently the funds are used:
-
What benefits will the project bring to the country and to business?
-
How much will construction and subsequent operation of the facility cost?
-
What sources of financing are available?
-
How will responsibilities be distributed?
These issues need to be resolved before work begins.
Then the customer will be able to plan costs and timelines, while all project participants will understand its objectives and expected results.
Modern Technologies and International Cooperation
Successful implementation of major projects requires modern technologies, high-quality construction and reliable long-term operation of facilities.
International cooperation helps exchange experience, introduce new solutions and develop local production.
It is important to ensure high-quality construction and reliable operation of the facility for many years.
Global experience shows how major infrastructure projects can create new opportunities for the development of cities and industry.
Example 1: Hong Kong, China
In Hong Kong, MTR uses the “rail plus property” model: revenue from developing land around stations helps cover part of the cost of new railway lines.
This approach takes into account not only the cost of the railway itself, but also the benefits it brings to the surrounding districts.
Example 2: Astana, Kazakhstan
The first phase of Astana’s light rail transit system, LRT, was put into operation in May 2026.
The line is 23 kilometers long and includes 18 stations. Average daily passenger traffic amounted to around 80,000 trips.
The second phase of the project provides for the construction of three new lines with a total length of around 27 kilometers and 20 stations.
Construction of the new lines creates opportunities for the development of areas surrounding future stations. Improved transport accessibility makes these territories more attractive for residential construction, shopping centers, offices, hotels and other business facilities.
Thus, the economic impact of metro construction may extend far beyond the transport project itself and accelerate the development of entire city districts and adjacent areas.
Example 3: Tashkent, Uzbekistan
By 2030, the authorities of Uzbekistan plan to expand the Tashkent Metro to 79 stations and 103 kilometers of lines and increase passenger traffic to 1.8 million people per day.
The plan also provides for the introduction of modern technologies and the development of international cooperation.
Improved transport accessibility supports business development, creates new jobs and contributes to the development of districts around stations.
Together with the expansion of the metro, new centers of attraction are being created for residents and entrepreneurs.
Infrastructure Projects in Turkmenistan
A major infrastructure project can do more than simply solve a transport problem; it can become a driver of the country’s economic development.
The development of transport, roads and engineering networks contributes to the growth of cities and industry, the introduction of new technologies and the expansion of international cooperation.
It is important to agree in advance on timelines, technical solutions and the responsibilities of participants.
Clear conditions ensure effective cooperation among all project participants.
The main goal is to create infrastructure that delivers long-term benefits to the economy and opens new opportunities for the development of cities, districts and businesses.
It is important to develop the local economy.
Major projects generate demand for materials, equipment, services and specialists. Local companies can supply materials and equipment.
This creates additional jobs and helps build up experience within the country.
International partners provide not only financial resources but also technologies, training and management expertise.
Infrastructure is an investment in the future economy!
The result depends not only on the amount of investment but also on the quality of the project.
Global experience shows that international cooperation and modern technologies help successfully implement major infrastructure and industrial projects.
Local production creates jobs and helps specialists acquire new skills.
Turkmenistan consistently combines national interests, the potential of local enterprises and international experience to develop the country’s construction and industrial complex.
In conclusion
We express our sincere gratitude to the deeply respected National Leader of the Turkmen people, Hero-Arkadag Gurbanguly Myalikgulyevich Berdimuhamedov, the respected President, Hero Serdar Berdimuhamedov, the Government of Turkmenistan and the organizers of this conference for their trust and for the opportunity to participate in the implementation of important state projects.
I wish all participants of the conference productive work and successful negotiations!
