Meeting of the Cabinet of Ministers of Turkmenistan Held

On September 11, the President of Turkmenistan chaired a regular meeting of the Cabinet of Ministers via a digital system. The meeting reviewed a number of issues related to national affairs.

First, Chairperson of the Mejlis D. Gulmanova reported on efforts to improve national legislation. Working groups established within the Mejlis are drafting laws on the state registration of rights to real estate and on the state protection of Akhal-Teke horses in Turkmenistan. Work is also under way to introduce modern amendments and additions to the existing laws on leasing, joint-stock companies, publishing activities and licensing certain types of activities. Preparations are continuing for the next meeting of the Halk Maslahaty of Turkmenistan.

The meeting was also informed of working visits by representatives of the national parliament to Samarkand, Uzbekistan, and Kuala Lumpur, Malaysia, for the purpose of exchanging experience in legislative work. The President emphasized the importance of continuing efforts to strengthen the country’s legal foundation and improve lawmaking.

Deputy Chairman of the Cabinet of Ministers H. Geldymyradov reported on preparations for the scientific and practical conference titled “Innovations and Digital Technologies Are the Driving Forces of Economic Growth,” to be held in Ashgabat in September. The conference is expected to address large-scale socioeconomic reforms, innovative development of the national economy, future directions for the digital economy, the use of advanced technologies in public administration and economic sectors, e-government, artificial intelligence, financial technologies, digital services, improvement of production processes, training of highly qualified personnel and the study of international experience.

The President noted that special importance is attached to achieving innovative economic development and introducing advanced digital technologies across sectors of the economy. He instructed the Deputy Prime Minister to organize the conference on Turkmenistan’s economic development at a high level.

Deputy Chairman of the Cabinet of Ministers G. Agajanov reported on the activities of the Turkmennebit State Concern. Appropriate measures are being taken to increase oil and natural gas production through the efficient development of oil and gas fields, with particular emphasis on the use of modern technologies. The President approved a proposal aimed at improving the effectiveness of drilling operations and instructed that the necessary work be carried out.

Deputy Chairman of the Cabinet of Ministers T. Atahallyyev reported on seasonal agricultural work in the regions. Wheat sowing for next year’s harvest is continuing. Work is being carried out to provide grain growers with high-quality seeds, ensure efficient use of agricultural machinery and wheat seeders, and conduct initial irrigation on sown fields.

The cotton harvest is also continuing. Necessary measures are being taken to receive the delivered crop at cotton-processing enterprises and cotton collection facilities. Livestock farms in the regions are working to ensure proper animal care, increase herd numbers and improve productivity. Irrigation and drainage channels are being cleaned to improve water supply to agricultural lands, enhance land reclamation conditions and use water resources efficiently.

The President stressed the importance of continuing the comprehensive development and improvement of the agricultural sector and ensuring that next year’s wheat sowing campaign is conducted properly. He also instructed that cotton harvesting work remain under strict control.

Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the work of the Ministry of Industry and Construction Production. Measures are being taken to operate cement plants at full capacity in order to supply construction projects, other economic sectors and the population with the necessary high-quality cement products. Particular importance is attached to cooperation with foreign companies.

The President noted the major role of industrial enterprises in strengthening the country’s economic potential. He signed a document prepared to ensure the uninterrupted operation of the cement plants in Baherden, Balkan and Lebap and instructed that the required work be completed.

Deputy Chairman of the Cabinet of Ministers N. Atagulyyev reported on efforts to further modernize enterprises of the Ministry of Textile Industry. Ongoing work focuses on introducing modern technologies, effectively using production capacity, and increasing the range and volume of output. The President approved the proposal to further modernize the Baherden garment factory.

Deputy Chairman of the Cabinet of Ministers B. Seyidova presented the plan for ceremonies and events to mark the 35th anniversary of Turkmenistan’s Independence. Throughout September, conferences, exhibitions, creative meetings, outreach events and musical celebrations will be held. The month’s key events include a musical celebration titled “The Bright Paths of the High Goals of Our Heroic Serdar,” ceremonies honoring citizens who have received state awards, award ceremonies for winners of the competition for the President of Turkmenistan’s “Türkmenistanyň Altyn asyry” prize, a flower-laying ceremony at the Independence Monument, flag-raising ceremonies at the main flag squares of the regions and Arkadag City, a ceremonial parade, a festive concert and other events.

The President instructed that thorough preparations be made and all events dedicated to the 35th anniversary of the country’s sacred Independence be held at a high level.

Deputy Chairman of the Cabinet of Ministers B. Mammedov reported on preparations for international scientific and practical conferences to be held digitally at several higher education institutions in October. Systematic work is being implemented to modernize the national education system, develop young people’s intellectual abilities and train highly qualified specialists. With the support of Hero-Arkadag and the President, the country has gained substantial experience in hosting international olympiads, forums, exhibitions and scientific conferences at a high level.

In October 2026, the Turkmen State Institute of Architecture and Construction is expected to host an international online scientific and practical conference entitled “The Role of Innovative Technologies in the Construction and Industrial Complex.” The Oguz Han University of Engineering and Technologies of Turkmenistan will host the conference “National Artificial Intelligence Technologies: Digital Economy, Smart Diversification and Sustainable Development.”

Students, professors and researchers from Turkmen higher education institutions, along with representatives of leading universities and major international organizations from around the world, are expected to participate. The conferences will examine global experience in the concepts of green, safe and smart cities; production of innovative construction materials; automation of production processes; introduction of robotics; smart diversification and digitalization of the economy; and innovative AI capabilities for ensuring sustainable development. The President supported the proposal.

Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs R. Meredov reported on preparations for the President of Turkmenistan’s state visit to the Republic of Korea and his participation in the first Central Asia–Republic of Korea Summit.

It was noted that developing mutually beneficial cooperation with countries worldwide is one of the key priorities of Turkmenistan’s foreign policy. Mutually beneficial relations with Asia-Pacific countries are being strengthened consistently, with cooperation with the Republic of Korea occupying a special place.

Diplomatic relations between Turkmenistan and the Republic of Korea were established in 1992. To date, 118 interstate, intergovernmental and interagency documents have been concluded, strengthening the legal and contractual framework of bilateral relations. Over recent years, five state, official and working visits have taken place at the level of heads of state. The November 2022 visit to the Republic of Korea by the National Leader of the Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan, Hero-Arkadag, was described as an important event that gave new substance to Turkmen-Korean relations.

Turkmenistan and the Republic of Korea also cooperate effectively within international organizations. Korea consistently supports Turkmenistan’s initiatives put forward in the UN and other international organizations, including the international initiatives of the President of Turkmenistan.

Trade and economic cooperation is also developing. Seventeen investment projects involving Korean companies have been registered in Turkmenistan. Major projects implemented with their participation include the sulfur purification complex at the Galkynyş gas field and the gas chemical complex for the production of polyethylene and polypropylene in Kiyanly, along with other projects. Several projects involving leading Korean companies are currently being implemented successfully.

To coordinate and steadily expand Turkmen-Korean relations, the Intergovernmental Turkmen-Korean Commission on Trade, Economic, Scientific and Technological Cooperation was established in 2008. Nine meetings of the commission have been held to date. The two countries have also maintained long-standing ties in science, education, culture, social affairs and humanitarian fields.

During the President’s state visit, several bilateral interstate, intergovernmental and interagency documents are expected to be signed to further strengthen the legal and contractual basis of cooperation. They will cover the economy, investment, transport and logistics, chemical industry, infrastructure, industrial construction, environmental protection, water management, science and education.

Relations between Turkmenistan and the Republic of Korea are also developing successfully in multilateral regional formats, particularly through the Central Asia–Republic of Korea Cooperation Forum. Created in 2007 at the initiative of the Korean side, the forum serves as a multilateral consultative platform for building trust and expanding cooperation between the two regions. Until 2024, its work was conducted through meetings of foreign ministers. Turkmenistan chaired the forum in 2023, and Ashgabat hosted its 16th meeting.

The President’s participation in the first Central Asia–Republic of Korea Summit during the upcoming state visit will be another important step in advancing multilateral cooperation. The President stated that the Republic of Korea is one of Turkmenistan’s close partner countries and instructed that thorough preparations be made for the state visit and the summit.

Deputy Chairman of the Cabinet of Ministers B. Annayev reported on efforts to further improve the work of the Turkmenhowayollary agency. Necessary measures are being undertaken in accordance with international standards adopted by the International Civil Aviation Organization (ICAO) to ensure the safety and regularity of civil flights. Special importance is attached to cooperation with foreign companies.

The President emphasized the importance of developing the national aviation sector, supported the proposal prepared to ensure flight safety and instructed that the relevant work be carried out.

The meeting also considered several other important issues of national affairs and adopted appropriate decisions. Concluding the meeting, the President of Turkmenistan wished its participants good health, family well-being and great success in their work for the prosperity of the country.
