Turkmenistan’s Ministry of Education Explains Certificate Procedure for Students Going Abroad

The Ministry of Education of Turkmenistan has provided students and young people planning to enroll in foreign institutions with information on how to obtain the certificate required for travelling abroad to study at higher and vocational educational institutions.

The certificate is issued in accordance with Appendix 1 to Order No. 202 of the Ministry of Education of Turkmenistan dated June 1, 2022. It confirms that a citizen has been registered under the established procedure as a student continuing studies abroad or starting studies there for the first time.

Registration is carried out by district education departments at the citizen’s place of permanent residence. Ashgabat residents may apply to the city’s Main Education Department.

The registration procedure is determined by Order No. 245 of the Ministry of Education of Turkmenistan dated July 25, 2024.

Required documents:

  • a copy of an identity document (national and foreign passports);
  • for those travelling abroad to study for the first time, translated into Turkmen copies of the foreign educational institution’s invitation and the letter confirming admission;
  • a copy of the visa;
  • a copy of a military ID or a certificate of military registration;
  • a standard application form issued by the educational institution;
  • a copy of the secondary education certificate;
  • one colour photograph measuring 6×9 cm.

Documents are accepted on working days from 2:00 p.m. to 5:00 p.m. Copies of documents and seal impressions must be clear, while the application form must be completed carefully and without errors. Documents must be submitted in person.
