Meeting of the Cabinet of Ministers of Turkmenistan Held

On August 28, the President of Turkmenistan chaired a regular meeting of the Cabinet of Ministers via digital communication. The meeting considered a number of matters concerning public life.

Chairperson of the Mejlis D. Gulmanova reported on efforts to strengthen the country’s legislative framework. Work is underway to draft the Law of Turkmenistan on Electronic Commerce, introduce amendments and additions to the Criminal, Customs, Labour, Sanitary and Family Codes and several other legislative acts, and provide legal support for Turkmenistan’s accession to international instruments.

Preparations are continuing for the meeting of the Halk Maslahaty of Turkmenistan, along with work to nominate citizens employed in various sectors for state awards. Mejlis deputies visited Uzbekistan to exchange legislative experience and participated in conferences and meetings organized by UN agencies jointly with relevant government institutions of Turkmenistan.

The President emphasized the importance of thorough preparations for the Halk Maslahaty meeting and continued efforts to strengthen the country’s legislative framework.

Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on preparations for the next meeting of the CIS Economic Council. Its 111th meeting is scheduled to take place in Ashgabat in September.

The restricted-format session is expected to consider key issues of economic cooperation among CIS member states, an action plan for 2026–2030 to implement the Strategy for Ensuring Transport Security during international transportation within their territories, and arrangements for the council’s next meeting.

The expanded-format session will consider the activities of the Interstate Council for Standardization, Metrology and Certification for 2023–2026, as well as drafts of the Concept for Developing Cooperation in the Production of Materials Important to the High-Technology Industries of CIS Member States and its implementation plan.

The President noted that Turkmenistan maintains effective relations with international organizations, including the CIS, and instructed the Deputy Chairman to ensure thorough preparations for the CIS Economic Council meeting in Ashgabat.

Deputy Chairman of the Cabinet of Ministers G. Agajanov reported on measures to ensure the uninterrupted operation of oil refineries under the Türkmennebit State Concern.

Work is being carried out to modernize the processing industry and use production capacity efficiently. Measures are being taken to provide a reliable electricity supply to the technological facilities of the Turkmenbashi Complex of Oil Refineries.

The President noted the ongoing work to develop the country’s oil and gas sector and increase production capacity. He approved a proposal to carry out major repairs at the Turkmenbashi Complex of Oil Refineries and instructed the Deputy Chairman to proceed with the relevant work.

Deputy Chairman of the Cabinet of Ministers T. Atahallyyev reported on seasonal agricultural work in the regions. Preparations are underway for next year’s wheat harvest, including ploughing, field levelling and the formation of ridges and irrigation borders. Grain seeders and high-quality wheat seed are also being prepared.

To ensure that wheat sowing for the 2027 harvest is completed on time, to a high standard and in accordance with agricultural requirements, it was proposed to hold working consultations involving experienced farmers, specialists, scientists and machine operators and to set the starting date with the blessing of respected elders.

Cotton-field maintenance is nearing completion, while preparations for the cotton harvest are underway. Cotton-processing plants, cotton collection points, harvesters, vehicles and other agricultural machinery are being prepared for the season.

To ensure timely harvesting and a well-organized cotton campaign, it was also proposed to hold working consultations involving experienced farmers, specialists, scientists and machine operators and to determine the starting date with the blessing of respected elders.

The President announced that the important wheat-sowing and cotton-harvesting seasons were approaching. He gave his blessing to begin wheat sowing in the regions on September 2 and cotton harvesting on September 9 and asked respected elders to open these important agricultural campaigns by saying “Bismillah.”

The President wished the country’s farmers and all agricultural workers every success.

Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the work of the Ministry of Energy. Relevant work is being carried out at power plants, combined heat and power stations, transmission networks and substations. Particular importance is attached to cooperation with foreign companies, which will help increase the sector’s production capacity and ensure an uninterrupted electricity supply to consumers.

The President noted the effective work being carried out to develop the energy sector and strengthen its material and technical resources. He signed the relevant Resolution and instructed the Deputy Chairman to proceed with its implementation.

Deputy Chairman of the Cabinet of Ministers N. Atagulyyev reported on preparations for an exhibition of the country’s economic achievements marking the 35th anniversary of Turkmenistan’s independence.

The exhibition will showcase the milestones achieved during the years of independence, reforms implemented in all areas of state and public life during the Revival of the New Era of the Powerful State, and achievements that enhance the country’s prestige and improve the well-being of its people.

The President emphasized the need to provide broad coverage of the country’s work and achievements at the exhibition and instructed the Deputy Chairman to ensure thorough preparations and hold the event at a high level.

Deputy Chairwoman of the Cabinet of Ministers B. Seyidova reported on the schedule of major events planned for September.

Throughout the month, celebrations, exhibitions, conferences, public awareness events, ceremonies concluding creative competitions and premieres of new theatrical productions will be organized to mark the declaration of 2026 as the year of “Independent, Permanently Neutral Turkmenistan — the Homeland of Swift Horses and Lofty Aspirations” and the 35th anniversary of independence.

The final rounds of the Pearls of Independence competition and the Ýaňlan, Diýarym! television competition will be held. Ceremonies are also planned to present state awards and honour the winners of the President of Turkmenistan’s Türkmeniň Altyn Asyry competition, together with a festive concert by leading cultural and artistic performers.

Other planned events include laying flowers at the Independence Monument, raising the State Flag at the main flagpoles of the regions and Arkadag city, a ceremonial procession and concert in the square in front of the State Tribune, festive horse races at the Ashgabat Equestrian Sports Complex, and the opening of the modernized Ahal-Teke Equestrian Complex of the President of Turkmenistan.

The President emphasized the importance of thorough preparations for September’s Independence anniversary celebrations and events in front of the State Tribune. He also instructed the Deputy Chairwoman to prepare for opening ceremonies for new cultural and social facilities.

Deputy Chairman of the Cabinet of Ministers B. Mammedov reported on preparations for Knowledge and Student Youth Day and the new 2026–2027 academic year.

Events are planned in front of the Independence Monument, at the Berdimuhamed Annayev Pedagogical Secondary Vocational School in Arkadag city, and at Secondary School No. 27 named after Berdimuhamed Annayev in the settlement of Yzgant, Gokdepe District.

The first lesson of the new academic year will be held under the motto “Independent, Permanently Neutral Turkmenistan — the Homeland of Swift Horses and Lofty Aspirations.” The lessons will cover the domestic and foreign policy pursued by the President, the achievements of the independent homeland over 35 years and the opportunities being created for the younger generation.

All first-grade pupils in the country will be ceremonially presented with Bilimli laptop computers as gifts from the head of state and the Hero-Arkadag.

Preparations are underway to open a 5,000-seat complex of buildings for the Turkmen State Institute of Architecture and Construction in Ashgabat and a 5,000-seat complex for the Seyitnazar Seydi Turkmen State Pedagogical Institute in Turkmenabat.

On Knowledge Day, plans call for the opening of a 960-seat secondary school and a 320-seat kindergarten in Ahal Region, a 240-seat kindergarten in Dashoguz Region, and two secondary schools with 1,000 places each in Lebap Region.

The President emphasized the importance of holding Knowledge and Student Youth Day events at a high organizational level and instructed the Deputy Chairman to prepare modern computers as gifts for incoming first-grade pupils.

The Deputy Chairman then reported on preparations for the month-long road safety campaign titled “Road Safety Is the Peace of Our Lives.” Its principal aims are to regulate traffic in the capital and regions and improve pedestrians’ and drivers’ knowledge of traffic rules.

The President noted that the road safety month is held every September and plays an important role in preventing traffic accidents. He instructed the Deputy Chairman to conduct the upcoming campaign in an organized manner.

Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs R. Meredov expressed gratitude on behalf of the meeting participants to Arkadagly Hero Serdar and Hero-Arkadag for the opportunities created for Government members to rest during their August leave and to discuss preparations for forthcoming major events.

He then reported on Turkmenistan’s cooperation with the United Nations. The consistent development of strategic partnership with the UN, active promotion of the country’s international initiatives and a meaningful contribution to global peace, prosperity and sustainable development are among the central objectives of the President’s foreign policy.

In August 2025, Turkmenistan and the United Nations jointly held the Third UN Conference on Landlocked Developing Countries in the Avaza National Tourist Zone.

Hosting this major international forum in Turkmenistan demonstrated the country’s long-standing strategic partnership with the UN and its active role in developing solutions to regional and global issues.

The documents adopted following the conference, particularly the Avaza Political Declaration and the Avaza Programme of Action for 2024–2034, established an important international foundation for the sustainable development of landlocked developing countries over the coming decade, the expansion of their transport and transit capabilities, their greater integration into global trade, the promotion of digital and technological development and greater resilience to climate change.

To ensure the consistent national implementation of the conference’s outcomes and continue Turkmenistan’s contribution as the host country to advancing them internationally, a draft Medium-Term National Road Map of Turkmenistan for 2026–2030 on Implementing the Documents Adopted at the Third UN Conference on Landlocked Developing Countries has been prepared.

The measures included in the draft Road Map, to be implemented with the participation of relevant ministries and sectoral agencies, cover six main areas.

The President noted Turkmenistan’s consistent and close cooperation with the UN, supported proposals to strengthen it and instructed the Deputy Chairman and Minister of Foreign Affairs to continue the relevant work.

Deputy Chairman of the Cabinet of Ministers B. Annayev reported on efforts to strengthen the material and technical resources of the country’s railway transport sector.

Particular importance is attached to cooperation with leading foreign companies. Successful implementation of the relevant measures will increase the capacity of the railway system and help ensure the safety of passenger and freight transportation.

The President supported the proposal prepared to increase railway capacity and instructed the Deputy Chairman to carry out the relevant work.

The President then reminded Cabinet members that Knowledge and Student Youth Day would be widely celebrated in the country on September 1.

New building complexes for the Turkmen State Institute of Architecture and Construction in Ashgabat and the Seyitnazar Seydi Turkmen State Pedagogical Institute in Turkmenabat, as well as several schools and kindergartens, will be formally opened.

The President stated that on September 2, a nationwide lesson of major importance involving the country’s young people, university students and schoolchildren would be held at the Ruhyyet Palace in Arkadag city with the participation of the Hero-Arkadag. Officials were instructed to complete the necessary organizational work at the higher education institutions assigned to them.

“We will continue our work to develop the education system and provide the younger generation with modern knowledge,” the President said. He congratulated the meeting participants, education workers and young people on Knowledge and Student Youth Day and the beginning of the new academic year.

The meeting also considered several other important matters of public life and adopted the relevant decisions.

Concluding the Cabinet meeting, the President wished the participants good health, family well-being and great success in their work for the prosperity of the homeland.
