Speech by Deputy Chairman of the Cabinet of Ministers of Turkmenistan B. Annamammedov at the Conference “Development of the Construction, Industrial, Chemical and Energy Sectors of Turkmenistan”

Dear participants of the conference!

I sincerely congratulate you on the opening of the international exhibition and conference titled “Development of the Construction, Industrial, Chemical and Energy Sectors of Turkmenistan,” being held in the beautiful capital of our country, Ashgabat, in the year “Independent, Eternally Neutral Turkmenistan — the Homeland of the Swift Steed, the Fulfillment of Dreams,” during the Revival of the New Era of the Powerful State. I wish you good health, family well-being and new achievements in your work.

In the meaningful congratulatory message sent by His Excellency President of Turkmenistan Serdar Berdimuhamedov to the participants of today’s international exhibition and conference, it is noted: “Today, our beloved Motherland is confidently advancing along the path of development and prosperity and has become one of the powerful, steadily developing states of the world. Our country is confidently moving forward on the path of developing innovative industrial production.” These words have inspired us — the united employees of Turkmenistan’s construction and industrial complex — to continue working with dedication and commitment.

Transforming the modern appearance of our country through large-scale construction is one of the key areas of activity of Turkmenistan’s construction, industrial, electric power and chemical sectors. Major investments in these sectors, the creation of favorable conditions for their efficient operation, the consistent expansion of their capacities and the strengthening of their material and technical base contribute to the dynamic and balanced development of our national economy.

As a result of reforms originating from the initiatives of the National Leader of the Turkmen people, Hero-Arkadag, and carried forward through the tireless efforts of Arkadagly Hero Serdar, high-rise white-marble buildings, residential houses, parks, hotels, medical centers, health resorts, high-speed motorways, industrial complexes and other facilities are being built and commissioned throughout our beloved Motherland. Modern villages, cities and towns being constructed and put into operation are clear indicators of our country’s innovative principles in architecture and urban development and of the high achievements of our Motherland.

Arkadag City, the first “smart” city in Central Asia, is an outstanding achievement of urban development in our country and internationally. The modern and luxurious buildings of the first stage of this remarkable city, created in just a few years through a harmonious combination of the finest traditions of national architecture and modern principles, leave pleasant impressions on visitors. Construction of the second stage of this modern city is currently continuing at a rapid pace.

In April of the year “Independent, Eternally Neutral Turkmenistan — the Homeland of the Swift Steed, the Fulfillment of Dreams,” a groundbreaking ceremony for a new modern settlement was held in the Ymambaba gengeshlik of Yoloten district, Mary velayat, with the participation of the President of Turkmenistan. The new settlement will include 4,500 comfortable residential houses designed for a total population of more than 22,500 people. An administrative building of the Gengesh, secondary schools, kindergartens, health centers, a cultural center and a mosque will also be built and commissioned there. Modern life-support systems will operate in the new settlement.

Our white-marble capital also holds a worthy place in the dynamic development of our sovereign Motherland. Ashgabat — the pearl of Central Asia — has been recognized as an important center of international cooperation and as a city that regularly hosts major representative forums. The development of Ashgabat is also regarded as one of the priority areas of the state policy of independent Turkmenistan. On this basis, the capital’s unique and distinctive appearance continues to take shape. Each facility built and commissioned in accordance with the architectural and urban development program is distinguished by its beauty, grandeur and modern character.

The production enterprises of the Ministry of Industry and Construction Production of Turkmenistan, which form part of the complex, not only supply the large-scale construction projects carried out throughout the country with the necessary building materials but also offer the population high-quality, environmentally friendly construction products. Modern industrial enterprises are being consistently built across the country.

In 2025, the “Baherden” ceramic enterprise in Baherden district of Ahal velayat, designed to produce 3.3 million square meters of ceramic decorative tiles and 120,000 sanitary faience products annually, as well as a production facility in the industrial zone north of the capital capable of producing 100 tons of glass products per day, were ceremonially opened and commissioned. These production enterprises create opportunities for the further development of the country’s industrial sector and for strengthening its economic potential.

The electric power sector plays an important role in the development of our national economy. At present, the Ministry of Energy of Turkmenistan is carrying out work to reliably supply domestic consumers with electricity, diversify exports of Turkmen electricity to foreign consumers and create new generating capacities.

Within the framework of the project to establish a ring power system in Turkmenistan, high-voltage overhead power transmission lines and substations along the Mary — Ahal, Ahal — Balkan and Balkan — Dashoguz routes have been constructed and commissioned. Construction is also underway in Turkmenbashi district of Balkan velayat on a combined-cycle power plant with a capacity of 1,574 megawatts. In order to increase the volume and diversify the routes of Turkmen energy exports, the Turkmenistan — Afghanistan — Pakistan electricity transmission project is also being successfully implemented.

Great attention is also being paid to renewable energy production in our country. Construction of a multipurpose solar and wind power plant in Balkan velayat is currently at its final stage, and its opening is planned for the near future.

Particular importance is attached to the development of the chemical industry in our sovereign state. The “Turkmenhimiya” State Concern is implementing measures to increase production capacities, introduce digital systems and advanced technologies at relevant enterprises and expand the range of manufactured products. The Concern is carrying out effective work to provide domestic consumers with agricultural fertilizers and gas-chemical products.

Large-scale work is also underway to construct powerful and modern chemical enterprises. A clear example of this was the laying of foundations in 2025, with the participation of the President of Turkmenistan, for a mineral fertilizer production complex at the S. A. Niyazov Chemical Plant in Turkmenabat and for a complex in Turkmenbashi district of Balkan velayat with an annual production capacity of 1 million 155 thousand tons of urea. Major renovation work is currently being carried out at the polymer plant in Kiyanly, while construction of a second gas-to-gasoline plant is planned in Ahal velayat.

The material and technical base of the country’s road construction sector is being consistently strengthened, and the work of the Ministry of Motor Roads of Turkmenistan is being further improved in accordance with the tasks assigned to it. Construction of roads of local and national significance is being ensured throughout the country through the use of advanced road-building technologies that meet international standards.

With the blessing of the President of Turkmenistan, the road bridge across the Garabogazgol Bay and the 600-kilometer Ashgabat — Turkmenabat high-speed motorway have been put into operation. Construction of the Turkmenbashi — Garabogaz section of the Turkmenbashi — Garabogaz — Kazakhstan border highway is currently continuing.

The work being carried out in road construction directly contributes to increasing the capacity of Turkmenistan’s transport system and improving the quality of logistics services, while creating favorable conditions for strengthening recognition of our Motherland as a major transport corridor of international significance.

Today’s large-scale international exhibition and conference are attended by foreign companies and business representatives interested in developing effective cooperation within our complex, as well as representatives of the country’s economic sectors and entrepreneurs. I believe that this exhibition and conference are of great importance for exchanging experience between specialists of our country and representatives of foreign companies, establishing broad cooperation in the future and discussing projects that are mutually beneficial to both sides.

In conclusion, I would like to express my sincere gratitude to the President of Turkmenistan for the warm congratulatory message sent to the participants of the international exhibition and conference “Development of the Construction, Industrial, Chemical and Energy Sectors of Turkmenistan” and for creating excellent conditions for this important event to be held at a high level.

I wish His Excellency President of Turkmenistan Arkadagly Hero Serdar and the National Leader of the Turkmen people, Hero-Arkadag, continued success in their efforts for the prosperity of our Independent and permanently Neutral Motherland and for the well-being and prosperous life of the Turkmen people. May the President of Turkmenistan and the National Leader of the Turkmen people enjoy good health and long lives, and may their large-scale endeavors for the benefit of the people and the country always be crowned with success!
