Meeting of the Cabinet of Ministers of Turkmenistan Held

On October 2, President of Turkmenistan Serdar Berdimuhamedov held a meeting of the Cabinet of Ministers via the digital system. The meeting reviewed the results of work carried out in the country during the first nine months of the year.

Chairperson of the Mejlis D. Gulmanova was the first to report on the work carried out by the Mejlis of Turkmenistan from January through September. It was noted that during this period, eight Laws of Turkmenistan and 14 resolutions of the Mejlis were adopted.

Among them were the Laws of Turkmenistan “On the Establishment of the Jubilee Medal of Turkmenistan ‘Participant in the Ceremonial Military Parade Dedicated to the 35th Anniversary of Turkmenistan’s Independence’” and “On the State Protection of Akhal-Teke Horses in Turkmenistan.”

Amendments and additions were also introduced to existing legislation concerning the protection of citizens’ rights and lawful interests, industrial safety at production facilities, improvement of accounting and financial reporting, licensing of certain types of activities, highways and road activities, environmental protection, protection of aquatic biological resources, and further improvement of the effectiveness of migration policy.

The Mejlis accepted seven credentials from Ambassadors Extraordinary and Plenipotentiary of foreign states to Turkmenistan. In addition, 37 meetings were held with representatives of foreign parliaments, diplomatic missions in Turkmenistan, and international organizations to discuss bilateral cooperation.

Representatives of the Mejlis took part in 93 training seminars organized by international organizations jointly with relevant ministries and sectoral agencies of Turkmenistan. To exchange experience in legislative work, 20 working visits abroad by Mejlis representatives were carried out.

President Serdar Berdimuhamedov emphasized the importance of further developing the state and modernizing the country’s legal framework, noting the need to continue improving national legislation.

Deputy Chairman of the Cabinet of Ministers H. Geldimyradov then reported on macroeconomic indicators for the first nine months of the year.

It was noted that GDP growth during the reporting period amounted to 6.3%. Growth rates reached 3% in industry, 6.7% in construction, 10.4% in transport and communications, 8.4% in trade, 4.1% in agriculture, and 8.4% in services.

Compared with the same period last year, total output in January–September increased by 9.9%, and positive production results were achieved across sectors of the economy.

Retail trade turnover increased by 10.5% compared with the corresponding period of last year, while foreign trade turnover rose by 8.3%.

Based on the results of January–September, the revenue side of the State Budget was fulfilled at 100.1%, while the expenditure side was fulfilled at 97.2%. During the reporting period, wages, pensions, state benefits, and student scholarships at budget-financed institutions and state self-financing enterprises were funded on time.

The volume of capital investments utilized from all sources of financing increased by 3.5% compared with the same period last year.

The meeting also reviewed work carried out in January–September 2026 under the National Rural Program, including the construction of facilities for various purposes.

After hearing the report, the head of state stressed the importance of continuing to improve the work of the economic, financial, and banking sectors, analyzing the draft State Budget for the following year, and accelerating work in this area.

The President also instructed the Deputy Prime Minister to take the necessary measures to maintain stable GDP growth and ensure balanced development across sectors.

Deputy Chairman of the Cabinet of Ministers G. Agajanov then reported on the results of work carried out in January–September 2026 to increase oil and gas production and diversify export routes to world markets.

It was noted that the State Concern “Türkmennebit” fulfilled its oil production target by 109.1%.

During the reporting period, oil refineries fulfilled the oil processing target by 106.8%. The gasoline production target was fulfilled by 119.3%, diesel fuel by 114.7%, lubricants by 100%, and liquefied gas by 112%. The production target for natural and associated gas was fulfilled by 109.1%.

The President emphasized the importance of consistently improving the performance of the oil and gas complex, ensuring full-capacity operation of its enterprises, and producing high-quality products.

The head of state also instructed the Deputy Prime Minister to continue work on discovering new reserves at oil and gas fields.

Deputy Chairman of the Cabinet of Ministers T. Atahallyyev then reported on the results of work in the sector under his supervision during the first nine months of the year, as well as on agricultural activities in the country’s regions.

During the reporting period, the growth rate of agricultural production compared with the corresponding period last year amounted to 124.2%.

The figure stood at 113.3% for the Ministry of Agriculture, 103.4% for the Ministry of Environmental Protection, 105.1% for the State Committee for Water Management, 140.3% for the State Concern “Türkmenpagta,” 125.8% for the State Association “Türkmengallaönümleri,” 100.2% for the State Association “Türkmenobahyzmat,” 120.3% for the State Association of Food Industry, 102.5% for the State Association of Livestock and Poultry Industry, and 104.3% for the State Association “Türkmen atlary.”

The investment utilization target was fulfilled by 144.2%.

Wheat sowing and cotton harvesting are currently continuing throughout the country. Appropriate work is being carried out to collect the cotton harvest in a short period and process the accepted crop at cotton-ginning enterprises.

President Serdar Berdimuhamedov emphasized the importance of keeping agricultural work under strict control, including measures to increase the pace of cotton harvesting.

The head of state also instructed the Deputy Prime Minister to ensure that wheat sowing is carried out within the required agrotechnical deadlines.

Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the results of the construction and industrial complex for January–September 2026.

It was noted that the plan for products manufactured and work performed by the complex was fulfilled by 120.9%.

The corresponding figures were 102.8% for the Ministry of Construction and Architecture, 128.3% for the Ministry of Industry and Construction Production, and 107% for the Ministry of Energy.

The Ministry of Highways fulfilled its work plan by 107.1%. The figure for the State Concern “Türkmenhimiýa” was 127.7%, while the Ashgabat City Administration fulfilled its work plan by 130.9%.

President Serdar Berdimuhamedov emphasized the importance of carrying out relevant measures to further increase production volumes in the construction and industrial complex.

In this regard, the head of state instructed the Deputy Prime Minister to ensure full-capacity operation of chemical enterprises, consistently develop the energy sector, and continue the construction and reconstruction of highways.

Deputy Chairman of the Cabinet of Ministers N. Atagulyyev reported on the results of work carried out in the ministries and sectoral agencies under his supervision, as well as in the private sector, during January–September.

It was noted that the growth rate of trade turnover under the Ministry of Trade and Foreign Economic Relations amounted to 113.2% compared with the same period last year.

Under the Ministry of Textile Industry, production growth reached 106.4%. Cotton yarn production stood at 102.3%, cotton fabrics at 100.9%, garments and knitwear at 102.6%, and leather products at 100.5%.

The growth rate of total profit at enterprises of the State Association “Türkmenhaly” amounted to 107.6%.

During the reporting period, the State Commodity and Raw Materials Exchange held 222 exchange trading sessions, registering 23,460 contracts.

In January–September 2026, the growth rate of work performed by the Chamber of Commerce and Industry amounted to 107.3%. During the reporting period, 18 exhibitions and 10 conferences were held.

Within the Union of Industrialists and Entrepreneurs, the growth rate of agricultural and food production was 110.4%, while industrial production increased by 109.2%.

President Serdar Berdimuhamedov stressed the importance of efficient use of production enterprises within the country’s trade complex and monitoring the supply of food and other essential goods to markets and retail outlets.

The head of state also instructed the Deputy Prime Minister to continue modernizing textile enterprises.

Deputy Chairperson of the Cabinet of Ministers B. Seyidova then reported on the results of work in the sector under her supervision during January–September.

It was noted that various cultural events and celebrations were held during the reporting period in connection with the declaration of 2026 as the Year “Independent, Eternally Neutral Turkmenistan — the Land of the Swift Steed, the Fulfillment of Dreams” and the 35th anniversary of the country’s independence.

The final stage of the television competition “Ýaňlan, Diýarym!” and the musical event “Arkadagly Gahryman Serdarymyzyň belent maksatlarynyň aýdyň ýollary” were held.

Musical performances connected with Turkmen wedding traditions were organized to mark the opening ceremony of the Akhal-Teke Equestrian Complex of the President of Turkmenistan.

State awards were presented to workers in culture, art, and the creative sphere, and the results of the competition for the President of Turkmenistan’s “Türkmeniň Altyn asyry” Prize were announced.

During the reporting period, the Days of Turkmenistan’s Culture were successfully held in the Republic of Korea.

As part of the World Championship in equestrian sports and beauty among Akhal-Teke horses held in the Kingdom of the Netherlands, the international competition “The Akhal-Teke Horse — the Supreme Example of Beauty,” devoted to the artistic depiction of the beauty of Akhal-Teke horses, was organized, along with an exhibition of decorative and applied art and a concert by renowned artists from Turkmenistan and foreign countries.

Following the instructions of Hero-Arkadag and the President of Turkmenistan to further enhance the global prestige of Akhal-Teke horses and widely promote the national equestrian heritage, preparation of a new program titled “Bedew” began on the “Sport” television channel.

The meeting also reviewed work carried out by the country’s mass media and the Turkmen State Publishing Service.

President Serdar Berdimuhamedov emphasized the importance of continuing to improve the work of the cultural sector and broadly promote the country’s cultural heritage.

The head of state instructed the Deputy Prime Minister to systematically carry out the necessary work to preserve historical and cultural monuments.

Deputy Chairman of the Cabinet of Ministers B. Mammedov reported on the results of work in the sectors under his supervision during January–September.

According to the report, reforms aimed at educating a knowledgeable and well-educated generation continued during the first nine months of the year, while advanced teaching methods were widely introduced into the educational process.

Schoolchildren and university students took part in international educational competitions and won a total of 1,040 medals.

On the occasion of Knowledge and Student Youth Day, ceremonial assemblies and first lessons under the title “Independent, Eternally Neutral Turkmenistan — the Land of the Swift Steed, the Fulfillment of Dreams” were held in all educational institutions.

First-grade pupils received laptop computers as gifts on behalf of Hero-Arkadag and the President of Turkmenistan.

With the participation of the head of state, new building complexes of the Turkmen State Institute of Architecture and Construction and the Seyitnazar Seydi Turkmen State Pedagogical Institute, as well as new educational institutions in Ahal and Lebap regions, were ceremonially opened and commissioned.

During the reporting period, work continued to improve the effectiveness of scientific research and introduce new technologies into production.

On the occasion of the glorious 35th anniversary of sacred independence, scientists of the country were awarded the academic titles of professor, associate professor, and senior researcher.

In January–September 2026, relevant work was carried out to introduce advanced methods of prevention and treatment into practical healthcare.

Using funds from the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship, sick children received surgeries and medical treatment.

In September, a month-long program of events titled “Road Safety — the Comfort of Our Lives” was held.

Work to develop physical culture and sports also continued. Turkmen athletes achieved strong results in international competitions, winning a total of 554 medals.

President Serdar Berdimuhamedov stressed the need to consistently improve the country’s science, education, healthcare, and sports sectors and to pay particular attention to providing young people with modern knowledge in educational institutions.

The head of state instructed the Deputy Prime Minister to thoroughly prepare for and hold at a high level the opening ceremonies of modern healthcare facilities to be commissioned on the occasion of Healthcare and Medical Industry Workers’ Day.

Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs R. Meredov then reported on the results of the ministry’s work in January–September.

It was noted that during the reporting period, the Ministry of Foreign Affairs carried out appropriate work to implement the foreign policy pursued by the President of Turkmenistan and fulfill tasks aimed at developing bilateral and multilateral relations between permanently neutral Turkmenistan, foreign states, and international organizations.

High-level visits and meetings play an important role in developing the country’s international cooperation.

In this connection, during the first nine months of the year, visits by the National Leader of the Turkmen people and Chairman of the Halk Maslahaty of Turkmenistan, Hero-Arkadag, were organized to the United States, China, Austria, the Russian Federation, the United Kingdom, Iran, Afghanistan, and the Kingdom of the Netherlands.

During the same period, the President of Turkmenistan paid visits to Kazakhstan, Azerbaijan, Georgia, Kyrgyzstan, and the Republic of Korea.

Developing cooperation with authoritative international organizations is one of the important areas of the country’s foreign policy strategy.

As part of Hero-Arkadag’s visit to the Republic of Austria, meetings were held with the Director General of the International Atomic Energy Agency, the Director General of the United Nations Industrial Development Organization, and a United Nations Under-Secretary-General.

In addition, during the reporting period Turkmenistan was visited by the Director-General of the Food and Agriculture Organization of the United Nations, the Secretary General of the Conference on Interaction and Confidence Building Measures in Asia, the Vice President of the Swiss Confederation, which holds the OSCE Chairmanship, the head of the Federal Department of Foreign Affairs, and the Secretary General of the Commonwealth of Independent States.

Within the framework of Turkmenistan’s chairmanship of the CIS in 2026, meetings of various councils and commissions, as well as other meetings and events, are being held. In this regard, a meeting of the CIS Council of Heads of Government took place in Ashgabat on May 22.

During the reporting period, a total of 608 delegations visited Turkmenistan through the Ministry of Foreign Affairs, while 1,011 delegations from Turkmenistan traveled abroad.

From January through September, 355 meetings at various levels were held via digital systems. During the same period, 1,682 official negotiations and meetings were organized in Turkmenistan jointly with foreign states and international organizations.

Strengthening the treaty and legal framework of the country’s international relations also remains among the key tasks. Since the beginning of the year, 187 international documents have been concluded.

Work is also being carried out to hold political consultations between the Ministry of Foreign Affairs of Turkmenistan and the foreign policy agencies of other states.

During the reporting period, the Minister of Foreign Affairs of Turkmenistan held political consultations with the foreign ministers of Austria, the United Arab Emirates, the United Kingdom, China, Kazakhstan, the Republic of Seychelles, Uzbekistan, Tajikistan, Japan, the Kingdom of the Netherlands, and the U.S. Secretary of State.

In addition, from January through September 2026, consultations were held with the foreign policy agencies of India, the Kingdom of Morocco, the Russian Federation, Germany, Zimbabwe, Azerbaijan, Uganda, the Republic of Korea, Armenia, the Republic of Belarus, the Kingdom of Cambodia, Ukraine, Türkiye, New Zealand, Indonesia, Japan, and Bangladesh.

During the reporting period, the Minister of Foreign Affairs of Turkmenistan also held talks with the UN Secretary-General, the President of the 80th session of the UN General Assembly, the President of the European Bank for Reconstruction and Development, the Secretary-General of the International Maritime Organization, and the Executive Secretary of the Comprehensive Nuclear-Test-Ban Treaty Organization.

Developing and further improving diplomatic relations through foreign embassies is one of the important areas of neutral Turkmenistan’s foreign policy activity.

From January through September, credentials were presented by newly appointed ambassadors to Turkmenistan from the Republic of Chad, Indonesia, Italy, the Republic of Korea, Argentina, the Arab Republic of Egypt, Finland, Kenya, Algeria, Germany, Türkiye, France, and the European Union, as well as by the UN Resident Coordinator in Turkmenistan.

At the same time, Turkmenistan’s ambassadors to the Kingdom of Thailand, the United States, Ireland, and the Maldives, as well as Turkmenistan’s Permanent Representatives to the United Nations and the Organization of Islamic Cooperation, presented their credentials and officially began their duties.

President Serdar Berdimuhamedov emphasized the importance of consistently strengthening trade and economic, cultural and humanitarian, scientific and educational relations with countries around the world, as well as continuing work to develop cooperation with authoritative international organizations.

The head of state instructed the Deputy Prime Minister and Minister of Foreign Affairs to thoroughly prepare for international events and conferences to be held before the end of the year, as well as for the Neutrality Day of the independent state.

Deputy Chairman of the Cabinet of Ministers B. Annayev reported on the results of work in the structures under his supervision during January–September 2026.

It was noted that the growth rate of work and services performed by the transport and communications complex reached 114.7%.

The growth rate of freight transportation by all modes of transport amounted to 108% compared with the corresponding period last year, while passenger transportation grew by 102%.

During the reporting period, service growth reached 107.4% for the Ministry of Railway Transport, 115.8% for the Ministry of Road Transport, 121.8% for the “Türkmenhowaýollary” State Service, 105% for the State Service of Maritime and River Transport, and 115.3% for the Ministry of Communications.

President Serdar Berdimuhamedov emphasized the importance of improving the performance of the transport and communications complex to fully accomplish the tasks assigned to it and of carrying out the necessary work to increase passenger and freight turnover in the country.

The head of state also instructed the Deputy Prime Minister to take the necessary measures to increase the capacity of the railway system.

The President then addressed the members of the Cabinet of Ministers and said that the results of work carried out during the first nine months of the year demonstrated the successful implementation of the adopted programs.

The head of state noted with satisfaction that GDP growth had remained stable at 6.3% during the reporting period.

Reforms are successfully continuing across sectors of the economy, while production industries are being consistently modernized.

The President also specifically noted that construction continues on major industrial facilities, new settlements, residential buildings, schools, kindergartens, and other facilities.

The head of state emphasized the importance of continuing work aimed at further developing the country and improving citizens’ living standards.

Continuing his remarks, President Serdar Berdimuhamedov said that during the Year “Independent, Eternally Neutral Turkmenistan — the Land of the Swift Steed, the Fulfillment of Dreams,” a State Organizing Committee had been established to hold equestrian and horse-breeding events at a high level both in Turkmenistan and abroad.

Throughout the year, under the leadership of Hero-Arkadag, the committee carried out major work to promote the fame of Turkmen horses around the world.

In this regard, the head of state instructed the State Organizing Committee to continue holding creative competitions dedicated to Akhal-Teke horses and promoting their global prestige, as well as to carry out the necessary work to reward distinguished participants at the end of the year.

Taking the opportunity, the President thanked everyone for ensuring that events dedicated to the Year “Independent, Eternally Neutral Turkmenistan — the Land of the Swift Steed, the Fulfillment of Dreams” and the glorious 35th anniversary of sacred independence were held at a high level.

The Deputy Prime Minister and Minister of Foreign Affairs then spoke about the significance of international events held in the country in September.

It was noted that under the leadership of the President of Turkmenistan and Hero-Arkadag, major events of national and international significance were held in the country during the previous month. These included the regular meeting of the Halk Maslahaty of Turkmenistan and celebrations marking the 35th anniversary of independence.

During the Year “Independent, Eternally Neutral Turkmenistan — the Land of the Swift Steed, the Fulfillment of Dreams,” numerous national and international events in horse breeding and equestrian sports were organized in Turkmenistan and abroad.

The opening ceremony of the modernized Akhal-Teke Equestrian Complex of the President of Turkmenistan was held in an atmosphere of great enthusiasm.

The festive horse race among experienced riders became the main event of the celebration. During the race, the National Leader of the Turkmen people, Hero-Arkadag, demonstrated a high level of skill.

The Deputy Prime Minister and Minister of Foreign Affairs expressed sincere gratitude to the President of Turkmenistan and Hero-Arkadag for the conditions created and support provided to ensure that important events in September were held at a high organizational level.

The meeting also considered a number of other important issues of state life, and relevant decisions were adopted.

Concluding the Cabinet of Ministers meeting held via the digital system, President Serdar Berdimuhamedov wished the participants good health, family well-being, and great success in their work for the prosperity of the Motherland.
