Meeting of the State Security Council of Turkmenistan Held

President of Turkmenistan and Supreme Commander-in-Chief of the Armed Forces of Turkmenistan, Army General Serdar Berdimuhamedov, held a meeting of the State Security Council. The agenda included the results of work carried out by military and law enforcement agencies during the first nine months of the year.

The meeting also discussed a number of issues related to ensuring security and stability in the independent state, strengthening the material and technical base of military and law enforcement agencies, and further improving their activities.

Secretary of the State Security Council and Minister of Defense B. Gundogdyyev was the first to speak. On behalf of all personnel of the military and law enforcement agencies, he once again expressed sincere gratitude to Supreme Commander-in-Chief of the Armed Forces of Turkmenistan Serdar Berdimuhamedov for awarding state honors to the heads and employees of the country’s military and law enforcement agencies on the occasion of the glorious anniversary of sacred independence.

He also wished the head of state and Hero-Arkadag good health, long life, and new success in their work for the benefit of the people.

The Secretary of the State Security Council and Minister of Defense then reported on work carried out during the first nine months of the year. It was noted that during the reporting period, necessary measures were taken to successfully implement the program for the development of the country’s Armed Forces and strengthen the defense capability of the Motherland.

The report also covered ongoing work to discharge servicemen completing compulsory military service and to call up citizens for military service, as well as the results of the ceremonial military parade held to mark the 35th anniversary of sacred independence.

After hearing the report, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan emphasized the importance of continuing work to improve the material and technical base of the National Army in accordance with the country’s defensive Military Doctrine.

The President also instructed the Secretary of the State Security Council and Minister of Defense to keep under strict control the ongoing process of calling up citizens for military service and discharging servicemen from military service.

Prosecutor General B. Muhamedov reported on work carried out during the first nine months of the year, the results of prosecutorial supervision over compliance with regulatory legal acts, and implementation of the program for the development of prosecutorial bodies.

After hearing the report, the President stressed the need to continue prosecutorial supervision over compliance with the country’s legislative acts and to keep the protection of state and public interests and citizens’ rights under constant attention. The Prosecutor General received a number of specific instructions in this regard.

Minister of Internal Affairs M. Hydyrov then reported on work carried out since the beginning of the year by the structures under his supervision to ensure public order and fire safety and prevent offenses, as well as on the results of the month-long campaign held in September under the slogan “Road Safety — the Comfort of Our Lives.”

The head of state emphasized the importance of continuing work to ensure public order and prevent offenses in the country and instructed the minister to monitor compliance with traffic rules and fire safety regulations.

Chairman of the Supreme Court B. Hojamgulyyev reported on work carried out from January through September to improve the activities of the structures under his supervision, introduce best practices, and enhance the professional qualifications of court personnel.

After hearing the report, the President stressed the need to effectively continue work to ensure legality, protect citizens’ rights, develop the judicial system, and improve the professional knowledge of employees. The Chairman of the Supreme Court was given a number of specific instructions in this regard.

Minister of National Security D. Meredov then reported on program-based measures carried out during the first nine months of the year to protect the national interests of the state and ensure stability in the country.

The Supreme Commander-in-Chief of the Armed Forces of Turkmenistan emphasized the importance of continuing the ministry’s work effectively and gave the minister a number of specific instructions.

Head of the State Border Service I. Ilamanov reported on work carried out from January through September to protect the sacred borders of the Motherland, modernize the material and technical base of the border troops, and further improve the service conditions and living standards of servicemen.

The President noted that the border of the independent, permanently neutral state is a border of friendship and brotherhood and instructed the head of the service to consistently ensure the protection of the country’s sacred borders in accordance with the border troops development program.

Minister of Adalat M. Taganov then reported on the results of work carried out during the reporting period, implementation of the program for the development of the structure, measures to improve the national legislative framework, enhance the professional qualifications of employees, and introduce best practices into the ministry’s activities.

President Serdar Berdimuhamedov emphasized the importance of continuing to improve the country’s legislative system in line with international standards and instructed the minister to continuously monitor whether legal acts adopted in the country comply with existing legislation.

Head of the State Customs Service M. Hudaykulyyev reported on the results of work carried out by the structure under his leadership during the reporting period, measures taken to modernize the service’s material and technical base, and implementation of the relevant development program.

The Supreme Commander-in-Chief of the Armed Forces of Turkmenistan emphasized the importance of monitoring compliance with customs regulations at customs checkpoints and consistently introducing best practices in this area, giving the head of the service a number of specific instructions.

Head of the State Migration Service A. Sazakov reported on the results of work carried out since the beginning of the year, measures aimed at actively introducing best practices into the service’s activities, and successful implementation of the tasks set out in the structure’s development program.

The head of the service also expressed sincere gratitude, on behalf of all employees, to the President for signing a document granting residence permits in Turkmenistan to a group of foreign citizens in keeping with the humanitarian traditions of the ancestors. He wished the head of state and Hero-Arkadag good health, long life, and success in their state activities.

After hearing the report, the President stressed the need to continue work on further modernizing the service and providing high-quality services to citizens and gave the head of the service a number of instructions.

Addressing the members of the State Security Council, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan noted that, in accordance with the requirements of the defensive Military Doctrine, consistent measures are being implemented to ensure a high level of security and territorial integrity of the independent, permanently neutral state, strengthen the country’s defense capability, and further improve the living conditions of defenders of the Motherland and their families.

He said that work in this area would continue.

The State Security Council meeting also considered a number of other issues, and relevant decisions were adopted.

At the conclusion of the meeting, President of Turkmenistan and Supreme Commander-in-Chief of the Armed Forces of Turkmenistan, Army General Serdar Berdimuhamedov, wished the participants good health and great success in their responsible service for the peaceful and happy life of the people.
