Cabinet of Ministers Meeting Held in Turkmenistan

On September 18, the President of Turkmenistan held a regular meeting of the Cabinet of Ministers in a digital format. Several issues related to the state life of the country were considered during the meeting.

At the beginning of the meeting, Chairwoman of the Mejlis D. Gulmanova presented information on the ongoing work aimed at strengthening the country’s legislative framework.

As noted, the Mejlis is currently working on amendments and additions to the Code of Turkmenistan on Administrative Offenses, the Labour Code, Family Code, and Sanitary Code, as well as the Laws of Turkmenistan “On Military Duty and Military Service,” “On Administrative Proceedings,” “On the Court,” and several other legislative acts currently in force.

Relevant preparations are also being carried out for the next meeting of the Halk Maslahaty of Turkmenistan at a high level, as well as for awarding state honors to citizens of the country on the occasion of the 35th anniversary of Independence.

It was also reported that meetings had been held in the Mejlis with the Secretary General of the Council of the Interparliamentary Assembly of the Commonwealth of Independent States and with members of the delegation of the Turkmen-Moldovan parliamentary friendship group.

The President emphasized the importance of thorough preparation for the meeting of the Halk Maslahaty and continuing the work on drafting new laws.

Deputy Chairman of the Cabinet of Ministers H. Geldimyradov presented a report on the measures being taken to further develop the system of social protection of the population.

As noted, under the leadership of the President of Turkmenistan, comprehensive measures are consistently being implemented to improve citizens’ social welfare and ensure social guarantees.

Necessary work is also being carried out to improve the existing legislation in this area.

In this regard, the Deputy Prime Minister submitted a relevant proposal for consideration by the Head of State.

After hearing the report, the President noted that comprehensive measures are being implemented in the country to improve social welfare and ensure social guarantees, and instructed the Deputy Prime Minister to carry out relevant work to improve the legislative framework of the social protection system.

Deputy Chairman of the Cabinet of Ministers G. Agajanov presented a report on the work being carried out to further improve the living and working conditions of employees of the oil and gas sector.

As emphasized, thanks to the efforts of Hero-Arkadag and the President of Turkmenistan, large-scale work is being carried out in Ashgabat, the city of Arkadag, and the regions of the country to construct modern residential buildings with all necessary amenities for employees working in various sectors of the economy, including the oil and gas industry.

This contributes to further improving the living conditions of the people and increasing citizens’ motivation for work.

In this regard, the Deputy Prime Minister stated that, as the first stage of construction of a modern residential complex for oil and gas workers in the city of Mary, designed for 720 households, it is planned to build four four-story buildings with 40 apartments each and four four-story buildings with 24 apartments each, totaling 256 households.

In addition, in the city of Balkanabat, work is underway to construct ten four-story residential buildings with 24 apartments each, designed for 240 households, while in the city of Turkmenbashi, one modern 12-story residential building with 72 apartments is planned.

The Deputy Prime Minister used the opportunity to express sincere gratitude on behalf of the sector’s employees to Hero-Arkadag and Arkadagly Hero Serdar for creating such excellent opportunities.

The President, after hearing the report, emphasized the importance of continuing the construction of comfortable residential buildings with all amenities for employees of the oil and gas sector, approved the prepared proposals, and instructed the Deputy Prime Minister to carry out the necessary work in this direction.
 

Deputy Chairman of the Cabinet of Ministers T. Atahallyyev presented a report on the progress of seasonal agricultural activities in the country’s agricultural sector and regions.

As noted, necessary measures are currently being taken to carry out the wheat sowing campaign within the established agrotechnical deadlines.

Work is being carried out to ensure the efficient operation of all agricultural machinery used during the season, provide producers with high-quality wheat seeds, irrigate areas intended for wheat cultivation, and conduct irrigation of seedlings in sown fields.

Work on harvesting the grown cotton crop is also continuing.

The acceptance of harvested cotton is being carried out at cotton processing enterprises and cotton collection points.

In the regions, necessary measures are being taken to cultivate potato and vegetable crops, ensure the supply of these products to the population, care for winter food crops planted in agricultural fields, and carry out harvesting activities.

After hearing the report, the President emphasized the importance of continuing the comprehensive development of the agricultural sector, improving its activities, and conducting the sowing campaign for next year’s wheat harvest properly.

The Head of State also instructed that the harvesting of the grown cotton crop should be carried out in an organized manner.

Deputy Chairman of the Cabinet of Ministers B. Annammammedov presented a report on the activities carried out at enterprises under the State Concern “Türkmenhimiýa”.

As emphasized, necessary measures are currently being taken to ensure the full-capacity and stable operation of these enterprises, particularly the Tejenkarbamid plant.

This contributes not only to meeting the needs of domestic consumers for manufactured products but also to increasing export volumes.

In this regard, the Deputy Prime Minister submitted a draft relevant Resolution for consideration by the Head of State.

Arkadagly Hero Serdar, after hearing the report, noted the importance of ensuring that industrial enterprises of the chemical sector operate at full capacity, signed the prepared document aimed at effectively operating the Tejenkarbamid plant, and instructed that the necessary work be carried out in this direction.

Deputy Chairman of the Cabinet of Ministers N. Atagulyyev presented a report on preparations for the 14th meeting of the Intergovernmental Turkmen-Russian Commission on Economic Cooperation.

According to the report, the meeting of the commission is planned to be held in Moscow, Russian Federation.

In accordance with the agenda, the parties are expected to discuss the development of trade and economic relations between the two countries, as well as opportunities for cooperation in the fuel and energy sector, transport and communications, industry, agriculture, finance and banking, customs, and digital technologies.

In addition, issues related to expanding bilateral cooperation in education, science, healthcare, culture, and sports, as well as environmental protection, state cadastre, and cooperation between business communities will be discussed.

In this regard, the Deputy Prime Minister submitted a relevant proposal for consideration by the Head of State.

The President, after hearing the report, noted that the Russian Federation is one of Turkmenistan’s close partner states and that the two countries maintain friendly relations.

Arkadagly Hero Serdar emphasized the importance of thorough preparation for the upcoming meeting of the Intergovernmental Turkmen-Russian Commission on Economic Cooperation, supported the proposal regarding the composition of the Turkmen side of the commission, and instructed the Deputy Prime Minister to carry out the necessary work.
 

Deputy Chairwoman of the Cabinet of Ministers B. Seyidova presented a report on measures being taken to improve the activities of museums in the country.

As noted, in order to organize and modernize the work carried out in the museums of Turkmenistan to widely promote the rich heritage of the Turkmen people, the glorious history of the country, and to pass on the values inherited from ancestors to future generations, as well as in accordance with the Law of Turkmenistan “On Museums and Museum Activities,” draft documents on the list of museum categories and the procedure for assigning categories to museums have been prepared.

In this regard, the Deputy Prime Minister submitted the relevant draft Resolution for consideration by the Head of State.

After hearing the report, the President noted that in the era of the Revival of the New Era of the Powerful State, great importance is attached to widely promoting the rich heritage and glorious history of the Turkmen people.

The President signed the prepared document aimed at improving the activities of museums in the country and instructed the Deputy Prime Minister to carry out the necessary work in this direction.

Deputy Chairman of the Cabinet of Ministers B. Mammedov presented a report on preparations for events dedicated to the Day of Healthcare and Medical Industry Workers of Turkmenistan.

As emphasized, within the framework of the State Health Programme “Saglyk,” developed by Hero-Arkadag and successfully implemented today under the leadership of Arkadagly Hero Serdar, it is planned to ceremonially open and put into operation a new additional building complex of the “Arçman” health resort in Baherden etrap of Ahal velayat, the International Scientific and Clinical Oncology Center built in Ashgabat, the International Pediatric Center, and the Dentistry Center.

It is also planned to organize the international exhibition and scientific conference “Healthcare, Education and Sports in the Era of the Revival of the New Era of the Powerful State” dedicated to the professional holiday, as well as other events.

In this regard, the Deputy Prime Minister submitted a relevant proposal for consideration by the Head of State.

After hearing the report, the President noted that systematic work is being carried out in the country to develop the healthcare sector and improve its activities.

The Head of State emphasized the importance of thorough preparation for the international exhibition and scientific conference “Healthcare, Education and Sports in the Era of the Revival of the New Era of the Powerful State.”

Arkadagly Hero Serdar instructed the Deputy Prime Minister to properly prepare for the ceremonies related to the opening and commissioning of new healthcare facilities and to hold them at a high level.

Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs R. Meredov presented a report on the results of the state visit of the President of Turkmenistan to the Republic of Korea and his participation in the first “Central Asia–Republic of Korea” Summit.

As noted, one of the directions of the foreign policy pursued by Arkadagly Hero Serdar is the development of bilateral and multilateral relations of the country with the states of the Asia-Pacific region.

In this regard, cooperation with the Republic of Korea and the “Central Asia–Republic of Korea” format can be highlighted.

As is known, from September 14 to 16 of this year, the President of Turkmenistan paid a state visit to the Republic of Korea and took part in the first “Central Asia–Republic of Korea” Summit.

As a result of the work carried out over many years by Hero-Arkadag, and today under the leadership of the President of Turkmenistan, comprehensive cooperation between Turkmenistan and the Republic of Korea is developing.

The state visit of the Head of State was rich in events covering political, trade and economic, as well as cultural and humanitarian areas.

In particular, high-level talks between the leaders of Turkmenistan and the Republic of Korea were held, as well as meetings of the President of Turkmenistan with the Speaker of the National Assembly and the Prime Minister of the friendly country.

During the visit, in recognition of the President’s experience in political science and his special contribution to strengthening relations between higher education institutions of the two countries, the President of Turkmenistan was awarded the honorary doctorate degree in political science by Sungkyunkwan University.

With the participation of the President of Turkmenistan and the Prime Minister of the Republic of Korea, the Turkmen-Korean Business Forum was held.

More than 100 representatives from the Turkmen side and about 90 representatives from the Korean side took part in its work.

During the forum, the Honorary Badge and a special certificate of the Korea International Trade Association were presented to Arkadagly Hero Serdar for his contribution to the development of friendship and common progress between Turkmenistan and the Republic of Korea.

Following the forum, a number of bilateral documents between government and private-sector entities were signed.

In the cultural and humanitarian sphere, the Days of Culture of Turkmenistan in the Republic of Korea were held in the cities of Gwangju and Seoul.

As a result of the state visit of the President of Turkmenistan, a total of 44 documents were signed.

During the visit, 31 bilateral meetings were held between members of the Government delegation of Turkmenistan and high-ranking representatives of the Government, companies, and other organizations of the Republic of Korea.

Regarding multilateral cooperation, during the visit the President of Turkmenistan took part in the work of the first “Central Asia–Republic of Korea” Summit and presented a number of initiatives aimed at developing the activities of this mechanism, established in 2007, on a systematic basis.

Within the framework of the summit, the first “Central Asia–Republic of Korea” Business Summit was held.

Ahead of the high-level meeting, ministerial-level meetings were organized within this format on issues related to industry, artificial intelligence, science, technology, forestry, and measures to combat climate change.

President Serdar Berdimuhamedov, after hearing the report, noted that the state visit to the Republic of Korea and the first “Central Asia–Republic of Korea” Summit were of great importance in strengthening Turkmen-Korean relations.

In this regard, the Head of State instructed the Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs to continue developing cooperation with Korea.

Continuing his report, the Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs informed about the work being carried out to develop Turkmenistan’s cooperation with international organizations in the field of intellectual property.

As noted, increasing the importance of the intellectual property system in the innovative economic development of the country, improving Turkmenistan’s national legal framework in accordance with international standards, and ensuring effective protection of copyright are among the key directions of the state policy of the President of Turkmenistan.

In this regard, the main document is the “Concept for the Development of the Intellectual Property System of Turkmenistan for 2026–2052,” approved by the Head of State.

In connection with this, a number of proposals were presented aimed at studying advanced international experience and applying it in the country, improving the professional qualifications of national specialists, and further developing international cooperation in the field of intellectual property, particularly relations with the World Intellectual Property Organization and the Eurasian Patent Organization.

It was also proposed to hold, jointly with the Eurasian Patent Organization, a training seminar in Ashgabat on November 17–18 this year entitled “Innovative Development and Support for Inventors — Regional and Global Opportunities.”

During the event, discussions are planned on issues related to the protection of intellectual property, registration of inventions, their implementation in production, and opportunities for expanding international cooperation in this area.

Representatives of relevant government bodies, higher education institutions, research organizations, the private sector, and specialists of the Eurasian Patent Organization are expected to participate in the event.

It is proposed that a delegation of Turkmenistan take part in the 48th meeting of the Administrative Council of the Eurasian Patent Organization, which will be held on October 21–23 in Dushanbe, Republic of Tajikistan, as well as in an international conference on intellectual property to be held alongside it.

Within the framework of these events, issues related to the further development of the Eurasian patent system and expansion of cooperation between relevant institutions will be discussed.

Turkmenistan has been a member of the Eurasian Patent Organization since 1995 and chaired the Administrative Council of this organization in 2025.

It was also proposed that Turkmenistan join the Memorandum of Understanding on the Eurasian Patent Prosecution Highway Program, which entered into force on January 1, 2025.

The country’s participation in this program will allow the national patent authority to expand experience exchange with relevant foreign institutions, reduce repeated examination procedures, and ensure more effective consideration of patent applications.

It was also proposed that, within the framework of the World Intellectual Property Organization, Turkmenistan join the Trademark Law Treaty adopted in 1994 and the Singapore Treaty on the Law of Trademarks adopted in 2006.

The purpose of these treaties is to regulate procedures related to the state registration of trademarks at national and regional levels, simplify legally significant actions related to applications submitted in this field, and bring them into line with modern requirements.

It was also proposed to carry out relevant activities related to the use of the new tool called “Innovation Opportunities Navigator,” developed by the World Intellectual Property Organization.

In this regard, it was proposed that the delegation of Turkmenistan participate in the 37th session of the Committee on Development and Intellectual Property of the World Intellectual Property Organization, which will be held in Geneva from November 16 to 20 this year.

Within the framework of this event, negotiations are planned with representatives of the relevant structures of the organization on the capabilities of this tool, the specifics of its use, and ways of applying it in the country.

The President of Turkmenistan noted that the country, having joined international conventions and agreements in the field of intellectual property protection, is carrying out effective work in this area.

In this regard, the Head of State supported the prepared proposals aimed at developing cooperation between Turkmenistan and international organizations in the field of intellectual property and instructed the Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs to carry out the necessary work.

Deputy Chairman of the Cabinet of Ministers B. Annayev presented a report on the work being carried out to strengthen the material and technical base of the railway transport sector.

As noted, in order to develop freight turnover in the country’s railway sector, relevant measures are being implemented by the open joint-stock company “Demiryollary.”

In this regard, great importance is attached to cooperation with leading foreign companies.

This contributes to the consistent development of freight transportation in the sector.

In connection with this, a relevant proposal was submitted for consideration by the Head of State.

After hearing the report, the President noted that work is being carried out in the country to strengthen the material and technical base of railway transport.

The Head of State approved the prepared proposal aimed at developing freight turnover in the sector and instructed the Deputy Prime Minister to carry out the necessary work.

The participants of the meeting once again sincerely congratulated Arkadagly Hero Serdar on the successful state visit to the Republic of Korea, the successful holding of the first “Central Asia–Republic of Korea” Summit, the awarding of the honorary doctorate degree in political science by Sungkyunkwan University, and the presentation of the Honorary Badge of the Korea International Trade Association.

The Head of State expressed gratitude to all participants of the meeting for their congratulations.

During the meeting, several other important issues related to the life of the state were also considered, and relevant decisions were adopted.

Summing up the digital meeting of the Cabinet of Ministers, President of Turkmenistan Serdar Berdimuhamedov wished all participants strong health, family well-being, and great success in their work for the prosperity of the independent Motherland.
