“Educational Programs” Hackathon Is Being Held

REGULATIONS
on organizing and holding the “Educational Programs” Hackathon conducted by the Seyitnazar Seydi Turkmen State Teachers’ Training Institute

In independent and permanently neutral Turkmenistan, special importance is attached to the development of science and technology and to ensuring the integration of science, engineering and production under the wise leadership of the President.

These Regulations were developed in accordance with the Law of Turkmenistan on State Youth Policy, the Strategy for the Development of Science in Turkmenistan for 2024–2052, the Strategy for the Development of Higher Professional Education in Turkmenistan for 2026–2052, and the Concept for Improving the Teaching of Natural and Exact Sciences in Turkmenistan.

I. General Provisions

These Regulations define the purpose, objectives, procedure, participant requirements, project evaluation criteria, and conditions for determining and awarding winners of the “Educational Programs” Hackathon (hereinafter, the “Competition”) held at the Seyitnazar Seydi Turkmen State Teachers’ Training Institute.

The Competition is held to promote the effective use of digital technologies, programming and innovative solutions in education and to develop students’ creative and technical skills.

It is organized by the Institute’s Science Department, Digital Technologies and Information Security Department, and Young Scientists Council.

II. Purpose of the Competition

The Competition’s main purpose is to encourage the creation of software designed to modernize education and teaching.

III. Competition Theme

The Competition theme is “Educational Programs.”

Participants may develop software, web applications, mobile applications, interactive learning tools or other digital solutions intended for use in the educational process.

IV. Participants

Students from higher and secondary vocational education institutions across Turkmenistan may participate.

Participation may be individual or team-based. Teams may consist of two to five members. Each participant or team may submit only one project and must apply to the organizing committee within the set deadline.

V. Competition Procedure

The Competition’s duration will be determined by the organizing committee, and tasks will be provided on the day it is held.

Participants must develop their projects and prepare them for presentation within the allotted time. They may use necessary software, programming languages, libraries and other permitted technologies.

The project’s main working model, or prototype, must be created during the Competition. The use of pre-prepared program components, open-source libraries and other permitted resources is allowed, provided that they are disclosed in the project description.

Participants must submit their projects within the set time, briefly present them to the jury and defend their work.

VI. Project Requirements

Projects must be aimed at education or learning, have a functioning active or demonstration version, and have clear, scientifically grounded content appropriate to the intended age group.

Participants are responsible for the reliability and accuracy of educational materials used in their projects. Projects must not unlawfully use information or software code that infringes copyright.

VII. Project Evaluation

Projects will be evaluated by a jury on a 100-point scale:

In the event of equal scores, the jury will make the final decision. The jury’s decision is final.

VIII. Jury

A jury will be established at the proposal of the organizing committee. It may include specialists in education, information technology, programming and related fields, teachers and other relevant experts.

The jury must assess projects independently and impartially. Any jury member with a connection to a project must refrain from evaluating it.

IX. Determining and Awarding Winners

Projects receiving the highest scores will be awarded first, second and third places. If necessary, the jury may establish additional awards in separate categories.

Winners will receive diplomas, certificates and other awards determined by the organizing committee. Other participants will receive certificates confirming their participation.

XII. Copyright and Use of Projects

Copyright to projects submitted to the Competition belongs to their authors. Participants must observe the terms for using software, data, images and other resources included in their projects.

The Competition organizers may use projects for educational and informational purposes while identifying the authors. Commercial use of a project may only take place with the relevant rights and consent of its authors.

XIII. Final Provisions

Issues not covered by these Regulations will be resolved by the Competition’s organizing committee. If necessary, changes may be made to the date, venue, duration, number of participants and other organizational matters.

These Regulations are mandatory for all parties involved in organizing and holding the Competition. Additional information will be communicated to participants by the organizing committee in the established manner.
