Meeting of the Cabinet of Ministers of Turkmenistan

On August 1, the President of Turkmenistan held a regular meeting of the Cabinet of Ministers via the digital system. The meeting reviewed the results of the work carried out in the country during the first seven months of the current year.

Chairperson of the Mejlis D. Gulmanova first presented information on the results of the work performed from January to July of this year. It was noted that seven laws of Turkmenistan and 12 resolutions of the Mejlis had been adopted during the seven-month period.

The Law of Turkmenistan “On the Establishment of the Jubilee Medal of Turkmenistan ‘Participant in the Ceremonial Military Parade Dedicated to the 35th Anniversary of Turkmenistan’s Independence’” was adopted.

Relevant amendments and additions were also introduced to existing laws concerning the protection of citizens’ rights and legitimate interests, industrial safety at production facilities, improvement of accounting and financial reporting, licensing of certain types of activities, highways and road operations, protection of the environment and aquatic biological resources, and the further enhancement of migration policy effectiveness.

Guided by the tasks set by the President of Turkmenistan and Hero-Arkadag concerning high-level preparations for the meeting of the Halk Maslahaty of Turkmenistan and its well-organised conduct, the relevant work is currently being carried out jointly with the Office of the President of Turkmenistan, the Office of the Halk Maslahaty, the Cabinet of Ministers and the Hyakimliks of Ashgabat, Arkadag and the velayats.

The Mejlis accepted seven sets of credentials from Ambassadors Extraordinary and Plenipotentiary of foreign states to Turkmenistan. Twenty-five meetings were also held with representatives of the parliaments of countries around the world, foreign missions in Turkmenistan and international organisations to discuss bilateral cooperation.

Deputies and specialists of the Mejlis participated in 82 training seminars organised by international organisations jointly with the relevant ministries and sectoral agencies of the country. To exchange experience in legislative work, representatives of the Mejlis made 16 working visits abroad.

The President of Turkmenistan stressed the importance of continuing the work to strengthen the country’s legal framework and improve legislative activity in accordance with the requirements of the time.

Deputy Chairman of the Cabinet of Ministers H. Geldimyradov then reported on the macroeconomic indicators for the first seven months of the year.

It was noted that gross domestic product grew by 6.3 per cent during the reporting period. Growth amounted to 2.6 per cent in industry, 6.7 per cent in construction, 10.3 per cent in the transport and communications sector, 8.5 per cent in trade, 4.1 per cent in agriculture and 8.4 per cent in services.

Compared with the corresponding period of last year, total production from January to July increased by 10.4 per cent, and positive production results were achieved across the sectors of the economy.

During the reporting period, retail trade turnover increased by 10.1 per cent and foreign trade turnover by 9 per cent compared with the corresponding period of last year.

According to the results for January–July, the revenue plan of the State Budget was fulfilled by 101.1 per cent and the expenditure plan by 97.3 per cent.

During the reporting period, salaries, pensions, state benefits and student allowances were financed on time at budget-funded organisations and self-financing state enterprises.

The volume of capital investment utilised from all sources of financing increased by 4.7 per cent compared with the corresponding period of last year.

The work performed in January–July 2026 under the National Rural Programme, including the construction of facilities for various purposes, was also reported.

After hearing the report, the Head of State emphasised the importance of consistently improving the work of the economic, financial and banking complex, maintaining stable GDP growth and continuing the development of the sectors of the economy. The Deputy Prime Minister was given relevant instructions.

Deputy Chairman of the Cabinet of Ministers G. Agajanov then reported on the results of the work carried out from January to July 2026 to increase oil and gas production in the country and diversify their routes to the world market.

It was noted that the “Turkmennebit” State Concern fulfilled the oil production plan by 108.7 per cent.

During the reporting period, the oil refineries fulfilled the oil refining plan by 105.5 per cent.

The petrol production plan was fulfilled by 121.6 per cent, diesel fuel by 113.5 per cent, polypropylene by 100.2 per cent and lubricating oils by 103 per cent. A growth rate of 122.6 per cent was achieved in liquefied gas production. The plan for the production of natural and associated gas was fulfilled by 108.1 per cent.

After hearing the report, the President of Turkmenistan stressed the importance of continuing the work to increase natural gas and oil production and efficiently develop hydrocarbon deposits.

The Head of State also instructed the Deputy Prime Minister to consistently increase the production capacity of the complex’s enterprises.

Deputy Chairman of the Cabinet of Ministers T. Atahallyyev then reported on the results of work carried out in the complex under his supervision during the first seven months of the year, as well as the progress of agricultural work in the country’s velayats.

During the reporting period, the agricultural production growth rate amounted to 111.9 per cent compared with the corresponding period of last year.

The figure amounted to 108.6 per cent for the Ministry of Agriculture, 103.3 per cent for the Ministry of Environmental Protection, 111.8 per cent for the State Committee for Water Management, 104.5 per cent for the “Turkmenpagta” State Concern, 124.7 per cent for the “Turkmengallaonumleri” State Association, 100.5 per cent for the “Turkmenobahyzmat” State Association, 116.2 per cent for the State Association of Food Industry, 103.9 per cent for the State Association of Livestock and Poultry Industry and 107.3 per cent for the “Turkmen atlary” State Association.

The investment utilisation plan was fulfilled by 141.3 per cent.

Seasonal agricultural work currently includes crop care in cotton fields in accordance with agrotechnical standards.

As part of preparations for the cotton harvesting season, work is being carried out to prepare cotton harvesters and other agricultural machinery, cotton-cleaning enterprises and cotton reception facilities for the season.

Ploughing and land-levelling work continues to ensure that wheat sowing is carried out within the established timeframe. Work is also under way to prepare wheat seeders to be used during the sowing campaign and high-quality wheat seeds.

After hearing the report, the President of Turkmenistan noted the importance of continuing to develop the agricultural sector and strengthen its material and technical base.

The Head of State also instructed the Deputy Prime Minister to strictly monitor the high-quality and timely performance of seasonal agricultural work in accordance with agrotechnical requirements.

Deputy Chairman of the Cabinet of Ministers B. Annamammedov then reported on the results of work performed by the construction and industrial complex from January to July 2026.

It was noted that during the reporting period, the complex fulfilled its plan for the production of goods and the performance of work by 123.9 per cent.

The Ministry of Construction and Architecture fulfilled its plan for the production of goods and the performance of work by 103.9 per cent, the Ministry of Industry and Construction Production by 127 per cent and the Ministry of Energy by 108.9 per cent.

The Ministry of Highways fulfilled its work plan by 108.3 per cent. The figure for the “Turkmenhimiya” State Concern was 135 per cent. The Ashgabat City Hyakimlik fulfilled its work plan by 127.5 per cent.

After hearing the report, the President of Turkmenistan emphasised the importance of taking comprehensive measures to ensure the efficient operation of enterprises of the construction and industrial complex and bring them to their design capacity, as well as maintaining continuous oversight of the construction and maintenance of highways.

The Head of State also instructed the Deputy Prime Minister to carry out the relevant work to ensure the high-quality construction of buildings and facilities and their commissioning within the established timeframe.

Deputy Chairman of the Cabinet of Ministers N. Atagulyyev then reported on the results of work carried out from January to July of the current year in the ministries and sectoral agencies under his supervision, as well as in the entrepreneurial sector.

It was noted that the growth rate of trade turnover under the Ministry of Trade and Foreign Economic Relations amounted to 106.8 per cent compared with the corresponding period of last year.

The Ministry of Textile Industry achieved a production growth rate of 105.4 per cent compared with the corresponding period of last year.

The growth rate of the total income earned by enterprises of the “Turkmenhaly” State Association amounted to 107.3 per cent.

During the reporting period, the State Commodity and Raw Materials Exchange held 169 exchange trading sessions, at which 17,898 contracts were registered.

From January to July 2026, the growth rate of work performed by the Chamber of Commerce and Industry amounted to 119.4 per cent. Fourteen exhibitions and eight conferences were held during the reporting period.

Under the Union of Industrialists and Entrepreneurs, the growth rate in the production of agricultural and food products amounted to 107.2 per cent, while industrial production grew by 107.1 per cent.

After hearing the report, the President of Turkmenistan stressed the importance of overseeing the regular supply of food and other goods to the country’s markets and retail outlets.

In this regard, the Head of State instructed the Deputy Prime Minister to take the necessary measures to improve the work of the trade complex, increase production in the private sector and consistently improve the activities of the State Commodity and Raw Materials Exchange.

Deputy Chairperson of the Cabinet of Ministers B. Seyidova reported on the results of work carried out in the area under her supervision from January to July of the current year.

It was noted that during the reporting period, various cultural events and celebrations were held in connection with the declaration of 2026 as the “Year of Independent, Eternally Neutral Turkmenistan — the Homeland of Swift Steeds That Fulfil Dreams” and the 35th anniversary of the country’s independence.

Introductory tours of historical and cultural monuments, meetings with archaeologists and field seminars were organised.

Cultural services were provided in theatres, state circuses, cinemas and cinema and concert centres in the capital, libraries, museums and complexes of historical and cultural monuments.

Turkmen specialists made working visits abroad and participated in international events held there.

As part of the state visit of the President of Turkmenistan to Georgia, the Days of Culture of Turkmenistan were successfully held in Tbilisi. Memoranda of understanding on cultural cooperation were signed.

Young poets from Turkmenistan participated in the Second International Festival of Young Poets of the Turkic World in the Republic of Azerbaijan, Turkmen artists took part in events held as part of the Friendship Day in the Republic of Korea, and the “Mukam” violin ensemble participated in events organised during the International Art Week of Youth Orchestras in Beijing. They performed successfully and received international awards.

The Deputy Prime Minister also reported on the work performed by the Turkmen State Publishing Service, the “Turkmenfilm” Association named after Oguz Han and the mass media.

After hearing the report, the President of Turkmenistan drew attention to the importance of continuing to organise the country’s cultural sector in accordance with the requirements of the time, developing international cultural cooperation and carrying out the relevant work to promote Turkmenistan’s cultural values around the world.

The Head of State also instructed the Deputy Prime Minister to ensure high-level preparations for the festive events marking the 35th anniversary of independence and the ceremonies to be held in front of the State Tribune.

Deputy Chairman of the Cabinet of Ministers B. Mammedov then reported on the results of work carried out from January to July of the current year in the sectors under his supervision.

It was noted that reforms aimed at modernising the education system continued during the reporting period. Advanced teaching methods were widely used in the educational process. Schoolchildren and students participated in international educational competitions and achieved major successes.

During the summer holiday season, high-quality recreation was provided for children at children’s recreation and health centres in Gokdere, the velayats and Avaza. The admission of students to higher and secondary vocational education institutions through entrance examinations began in an organised manner.

Work to improve the scientific sector was also carried out in an organised manner during the reporting period. International scientific and practical conferences were held. A UNESCO Chair entitled “Digital Science” was established at the International Science and Technology Park of the Academy of Sciences.

From January to July 2026, relevant work was carried out to introduce advanced preventive and therapeutic methods into practical medicine.

Operations and treatment were provided to sick children using the resources of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship.

Comprehensive rehabilitation and treatment methods were applied in health resorts equipped with high-quality innovative medical equipment, and specialised sanatorium services were provided to the population of the country and foreign citizens.

Work continued to develop physical culture and sport and train elite athletes. Turkmen athletes demonstrated strong results and won a total of 471 medals.

After hearing the report, the President of Turkmenistan emphasised the importance of carrying out effective work in science, education, healthcare and sport, implementing effective measures to further improve the quality of education and consistently improving the healthcare system.

The Head of State also instructed the Deputy Prime Minister to pay particular attention to the development of sport.

Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs R. Meredov was then given the floor.

He first announced that good news had arrived from the United Nations Headquarters in New York.

It was noted that on July 24 of the current year, at the 106th plenary meeting of the 80th session of the United Nations General Assembly, the resolution entitled “2028 — International Year of Law”, submitted at the initiative of Turkmenistan, was unanimously adopted.

This clearly demonstrates that the initiative put forward by the President of Turkmenistan fully meets contemporary requirements and that efforts aimed at strengthening the importance of legality, justice and law in international relations enjoy broad support.

Taking this opportunity, the Deputy Prime Minister and Minister of Foreign Affairs, on behalf of the participants in the meeting, sincerely congratulated the President of Turkmenistan and Hero-Arkadag on this latest major foreign-policy success achieved by the country under the wise leadership of the Head of State.

The President of Turkmenistan noted that the resolution entitled “2028 — International Year of Law” had been unanimously adopted by the United Nations General Assembly at the initiative of the country.

“We will continue our work to develop effective cooperation with the United Nations in the future,” the Head of State emphasised.

In this regard, the President of Turkmenistan sincerely congratulated the participants in the meeting on the good news — the adoption of this important resolution.

Continuing his statement, the Deputy Prime Minister and Minister of Foreign Affairs submitted a number of proposals for the consideration of the Head of State with the aim of implementing the provisions of the United Nations General Assembly resolution declaring 2028 the International Year of Law and broadly presenting the substance of Turkmenistan’s international initiative in this area.

In particular, it was proposed to prepare a draft National Action Plan for 2026–2028 to ensure that the International Year of Law is held at a high organisational level in 2028 and that comprehensive preparations are made for it.

To develop this plan, coordinate its activities and monitor its implementation, it was considered appropriate to establish an Interdepartmental Working Group comprising representatives of the relevant ministries, sectoral agencies, higher education institutions and scientific organisations of the country.

The National Action Plan would define the political and diplomatic, scientific and practical, educational, cultural and informational events to be held in the country and abroad, their timing, implementing bodies and expected results.

It was also proposed to prepare a National Concept entitled “International Law and the Permanent Neutrality of Turkmenistan” and circulate it among United Nations Member States as a UN document.

A proposal was also made to hold regional and international conferences and meetings in Turkmenistan during 2026–2028, with the participation of national and international experts, devoted to various areas of international law.

Such events would make it possible to prepare, from both substantive and expert perspectives, for the main international forum proposed for 2028.

To improve the legal literacy of the population, particularly the younger generation, it was proposed to prepare an Action Plan for organising special classes, open lectures and meetings at higher and secondary vocational education institutions on the foundations of international law, the Charter of the United Nations and the work of the League of Nations to strengthen the international legal system.

It was also considered appropriate to develop educational, scientific, methodological and informational guides on international law with the participation of national and international experts, create electronic educational resources and establish the regular organisation of an “International Law Week”, educational conferences modelling the work of the United Nations and competitions among young people for research papers, articles and essays on important issues of international law.

It would also be appropriate to prepare special television and radio programmes and documentary films on the importance of international law, publish popular scientific articles in the press and create a multilingual website or a special information section devoted to the International Year of Law.

It was further proposed to establish an Ashgabat International Platform entitled “International Law” at the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan.

It could serve as a permanent scientific and diplomatic platform for studying international law and regularly exchanging views among international experts in this field.

The possibility of holding an annual “Ashgabat International Law Dialogue” and summer schools for young lawyers within the framework of the platform could also be considered.

It was proposed to consider holding a high-level World Forum on International Law in Ashgabat in 2028 under the auspices of the United Nations and adopting an Ashgabat Declaration following the forum, confirming the role of international law as an important foundation for peace, security and sustainable development.

It was also proposed to develop, jointly with the United Nations Secretariat and its specialised agencies, a calendar of international events for the 2028 International Year of Law.

It would also be appropriate to explore the possibility of holding the official opening ceremony of the International Year of Law at the United Nations Headquarters in New York at the beginning of 2028 and organising high-level events in Geneva, Vienna and other major international centres throughout the year.

It was noted that implementing the proposals would make an important contribution to the successful implementation of the initiatives of the President of Turkmenistan aimed at strengthening the universally recognised norms and principles of international law, reinforcing the central role of the Charter of the United Nations in international relations and developing a culture of peace, trust and mutual understanding throughout the world.

The Head of State supported the proposals concerning the resolution and instructed the Deputy Prime Minister and Minister of Foreign Affairs to carry out the relevant work.

The Deputy Prime Minister and Minister of Foreign Affairs then reported on the results of the work performed by the Ministry from January to July of the current year.

It was noted that during the reporting period, the Ministry of Foreign Affairs carried out the relevant work to implement the foreign policy pursued by the President of Turkmenistan and fulfil the tasks set for developing the bilateral and multilateral relations of permanently neutral Turkmenistan with foreign states and international organisations.

As is known, high-level visits and meetings play an important role in the development of the country’s international cooperation.

In this regard, during the first seven months of the current year, visits by the National Leader of the Turkmen people and Chairman of the Halk Maslahaty of Turkmenistan, Hero-Arkadag, were organised to the United States of America, the People’s Republic of China, the Republic of Austria, the Republic of Tatarstan of the Russian Federation, the United Kingdom of Great Britain and Northern Ireland and the Islamic Republic of Iran.

During the first seven months of the current year, the President of Turkmenistan made visits to the Republic of Kazakhstan, the Republic of Azerbaijan, Georgia and the Kyrgyz Republic.

Within the framework of Turkmenistan’s chairmanship of the Commonwealth of Independent States in 2026, meetings of various councils and commissions, as well as other meetings and events, are being held.

In this regard, a meeting of the Council of Heads of Government of the Commonwealth of Independent States was held in the capital on May 22. Heads of Government of the Commonwealth states arrived in the country to participate in the meeting.

During the reporting period, a total of 428 delegations visited Turkmenistan through the Ministry of Foreign Affairs, while 761 delegations travelled from Turkmenistan to foreign countries.

From January to July of the current year, 287 meetings at various levels were held via the digital system.

In addition, 1,376 official talks and meetings were organised in Turkmenistan jointly with foreign states and international organisations during the reporting period.

The treaty and legal framework of the country’s international relations was supplemented by 137 international documents.

Work is also being carried out to hold political consultations between the Ministry of Foreign Affairs of Turkmenistan and the foreign ministries of other states.

During the reporting period, the Minister of Foreign Affairs of Turkmenistan held talks with the United Nations Secretary-General, his deputies, the President of the 80th session of the UN General Assembly, the Director-General of the UN Food and Agriculture Organisation, the President of the European Bank for Reconstruction and Development, the Secretary-General of the International Maritime Organisation and the Executive Secretary of the Comprehensive Nuclear-Test-Ban Treaty Organisation.

Developing and improving diplomatic relations through the embassies of foreign states is one of the important areas of the foreign-policy activity of neutral Turkmenistan.

From January to July 2026, the newly appointed ambassadors of the Republic of Chad, the Republic of Indonesia, the Italian Republic, the Republic of Korea, the Argentine Republic, the Arab Republic of Egypt, Finland, the Republic of Kenya and the People’s Democratic Republic of Algeria, as well as the newly appointed United Nations Resident Coordinator in Turkmenistan, presented their credentials.

At the same time, the ambassadors of Turkmenistan to the Kingdom of Thailand, the United States of America, Ireland and the Republic of Maldives, as well as the Permanent Representatives of Turkmenistan to the United Nations and the Organisation of Islamic Cooperation, presented their credentials and officially began their duties.

After hearing the report, the President of Turkmenistan stated that the country attaches great importance to developing relations with the states of the world and reputable international organisations.

In this regard, the Head of State instructed the Deputy Prime Minister and Minister of Foreign Affairs to continue the work to develop and expand these relations and to carry out the relevant organisational work to ensure that international events are held at a high level.

Deputy Chairman of the Cabinet of Ministers B. Annayev reported on the results of work performed in the structures under his supervision from January to July 2026.

It was noted that the growth rate of work performed and services provided by the transport and communications complex amounted to 114 per cent.

Compared with the corresponding period of last year, the growth rate of freight transported by road, rail, air, sea and river transport amounted to 103.6 per cent, while passenger transportation grew by 102.4 per cent.

During the reporting period, the growth rate of services provided by the Ministry of Railway Transport amounted to 107 per cent, the Ministry of Road Transport to 118.8 per cent, the “Turkmenhowayollary” State Service to 118.5 per cent, the State Service of Maritime and River Transport to 102.1 per cent and the Ministry of Communications to 115.5 per cent.

After hearing the report, the President of Turkmenistan noted the importance of continuing to modernise the material and technical base of the national transport system and carrying out the relevant work to increase passenger and freight turnover.

The Head of State also instructed the Deputy Prime Minister to keep improving the quality of communications services provided to the population under close attention.

Addressing the participants in the meeting, the President of Turkmenistan then stated that the work carried out over the first seven months had produced good results, programme-based activities aimed at developing the country were being successfully implemented, reforms were being effectively pursued in all sectors of the economy and production industries were being consistently modernised.

The Head of State noted with satisfaction that GDP growth had remained stable at 6.3 per cent during the reporting period.

“I would particularly like to note that the construction of major industrial facilities, new settlements, residential buildings, schools, kindergartens and other facilities continues in our country,” the Head of State said.

The President of Turkmenistan emphasised the importance of continuing effective work to implement the adopted programmes for the country’s further development.

The Head of State announced that the annual leave of senior officials would begin on August 1 and that they would be able to strengthen their health and rest at the country’s health resorts and in the “Avaza” National Tourist Zone.

The President of Turkmenistan wished all senior officials a pleasant rest during their annual leave.

The meeting also considered a number of other important issues of state life and adopted relevant decisions.

Concluding the meeting of the Cabinet of Ministers held via the digital system, the President of Turkmenistan wished the participants good health, family well-being and great success in their work for the prosperity of the sovereign Motherland.
