New water use regulations have been approved in Turkmenistan

By an order dated June 26, 2026, the Ministry of Construction and Architecture of Turkmenistan approved new building regulations entitled “On the Approval of the Construction Standards of Turkmenistan TGK 2.04.02-2026 ‘Water Supply. External Networks and Facilities’.”

The new regulations replace the previous rules governing the design of water supply systems. The document has been officially registered with the Ministry of Adalat of Turkmenistan.

Under the new standards, the average daily consumption of domestic and drinking water per resident is determined according to the level of amenities in the residential building.

In homes without a bathtub, the standard is set at 160–200 litres per person per day. In homes equipped with a bathtub and a local water heater, it is 210–260 litres, while in homes with centralized hot water supply, the standard is 300–450 litres per day.

A separate standard is also established for people using public street water standpipes, with water consumption set at 30–50 litres per person per day. If water resources are insufficient, this figure may be reduced.

The document also sets out aggregated water-consumption indicators for calculations used in the preparation of master plans and district planning schemes. For cities, 550 litres of water per resident per day is предусмотрено for the first stage of development, while 600 litres per day is предусмотрено for the long-term planning period.

For settlements in rural areas, these figures are considerably lower, amounting to 125 and 150 litres per day, respectively.

The document also regulates requirements concerning water consumption for firefighting, sanitary protection zones for water supply sources, water treatment and disinfection, as well as the construction of water supply facilities in seismically hazardous areas and on collapsible soils.
