Meeting of the Presidium of the Halk Maslahaty of Turkmenistan

On July 15, the National Leader of the Turkmen people and Chairman of the Halk Maslahaty, Gurbanguly Berdimuhamedov, held a regular meeting of the Presidium of the Halk Maslahaty of Turkmenistan. The meeting considered important issues related to implementing the instructions of the esteemed President concerning high-level preparations for the celebration of the 35th anniversary of the country’s independence and the meeting of the Halk Maslahaty of Turkmenistan. High-level preparations for the Halk Maslahaty meeting and the organisation of coordinated work among the relevant bodies are currently among the most important tasks.

Opening his address at the regular meeting of the Presidium of the Halk Maslahaty, the National Leader of the Turkmen people noted that an expanded meeting of the Cabinet of Ministers had been held on July 10, at which the results of the work carried out during the first six months of the current year to develop the independent Homeland had been reviewed.

“During the meeting, the esteemed President issued the relevant instructions concerning high-level preparations for the celebration of the 35th anniversary of our country’s independence and the meeting of the Halk Maslahaty of Turkmenistan. Guided by the tasks set before us and in accordance with the provisions of Articles 15 and 16 of the Constitutional Law of Turkmenistan ‘On the Halk Maslahaty of Turkmenistan,’ we convened a meeting of the Presidium of the Halk Maslahaty of Turkmenistan,” Hero-Arkadag continued.

The National Leader announced the agenda of the meeting, noting that its main item was the discussion of matters related to high-level preparations for the Halk Maslahaty meeting and its well-organised conduct. The agenda included high-level preparations for and the organised conduct of the Halk Maslahaty of Turkmenistan meeting; preparations for the glorious 35th anniversary of sacred independence and the important forthcoming events during the year “Independent, Eternally Neutral Turkmenistan — the Homeland of the Swift Steed, the Embodiment of Aspirations”; work to nominate compatriots who have achieved outstanding labour accomplishments in various fields and enjoy great authority and respect among the people for state awards and honorary titles; and various other matters.

Members of the Presidium of the Halk Maslahaty of Turkmenistan and the heads of the Mejlis, the Cabinet of Ministers, political parties and public associations, other state bodies, authorities, public institutions and mass media were invited to attend the meeting.

Hero-Arkadag stated that in September of this year, together with the entire nation and in unity and harmony, the people would widely celebrate the Independence Day of their sacred Homeland. He emphasised that the happy people of Turkmenistan greet the principal holiday of their independent and eternally neutral Homeland with particular pride each year, and that Independence Day is an event of special significance, pride and glory for the country and its people.

Recently, in order to celebrate Independence Day at a high level, the Law of Turkmenistan “On the Establishment of the Jubilee Medal ‘Participant in the Ceremonial Military Parade Dedicated to the 35th Anniversary of the Independence of Turkmenistan’” was also adopted.

The National Leader stressed that a regular meeting of the Halk Maslahaty of Turkmenistan would be held during the celebrations of the country’s independence. It would review the achievements, milestones reached and work completed in the development of the independent state.

“Guided by the demands of the time, we will discuss the important tasks before us. At today’s meeting, on the basis of the Constitutional Law of Turkmenistan ‘On the Halk Maslahaty of Turkmenistan,’ we will adopt the relevant documents on establishing an organising committee to convene and conduct the Halk Maslahaty of Turkmenistan meeting at a high level, determining the date of the meeting and approving the composition of the organising committee. We will discuss the events to be held in honour of the glorious 35th anniversary of our sacred independence and the year ‘Independent, Eternally Neutral Turkmenistan — the Homeland of the Swift Steed, the Embodiment of Aspirations.’ We will also review the work being conducted to nominate our compatriots who have achieved outstanding labour accomplishments for state awards and honorary titles,” the Chairman of the Halk Maslahaty continued.

As the National Leader noted, in 2026, which has been proclaimed the year “Independent, Eternally Neutral Turkmenistan — the Homeland of the Swift Steed, the Embodiment of Aspirations,” various national and international events are being held to celebrate Turkmenistan’s famous Ahal-Teke horses and promote them throughout the world.

Since the beginning of the current year, young people engaged in equestrian sports have participated in international festivals, conferences, championships and beauty contests dedicated to Ahal-Teke horses in Uzbekistan, Azerbaijan, Türkiye and other countries, demonstrating a high level of skill.

Events related to horses and equestrian art were organised in the United States of America, the People’s Republic of China, the United Kingdom and the Republic of Tatarstan of the Russian Federation. Meetings were held with horse breeders and specialists. This year, the Galkynysh National Equestrian Games Group skilfully presented Turkmen national equestrian art in Azerbaijan and Türkiye. Renowned Turkmen riders successfully competed in equestrian events organised in Kazan, Republic of Tatarstan, and won first place.

Overall, a great deal of highly significant work concerning Ahal-Teke horses has been carried out during the Year of the Steed. Important events are now planned to mark Turkmenistan’s Independence Day.

As part of preparations for the meeting of the Halk Maslahaty of Turkmenistan, the relevant officials must carry out effective work in accordance with such fundamental documents as the National Programme for the Socio-Economic Development of Turkmenistan for 2022–2052, “The Revival of the New Era of the Powerful State,” and the Programme of the President of Turkmenistan for the Socio-Economic Development of the Country for 2022–2028.

They must analyse the measures to be implemented in the coming year to maintain stable economic indicators, develop industries, direct investment towards new production facilities and further improve the population’s standard of living.

The creation of new jobs, improvement of public health, increased life expectancy, development of youth policy and provision of social protection for the population must also be the main objectives of policy in this area.

Work should continue on introducing new methods of education and specialist training, developing the pharmaceutical industry, improving industrial sectors — particularly the oil and gas, chemical, construction, energy, textile and agricultural sectors — and ensuring food security.

“The principal goal and key objectives of the Halk Maslahaty of Turkmenistan are to help strengthen the unity, solidarity and well-being of our people and further reinforce our independent and permanently neutral state. Broadly involving the public in the implementation of the programmes being carried out in the country and developing proposals must also remain under constant attention,” the National Leader of the Turkmen people continued.

“The Halk Maslahaty of Turkmenistan must work in unity with the deputies of the Mejlis and the Government of the country, respond promptly to the tasks presented by the times and carry out work related to developing proposals. In accordance with Article 19 of the Constitutional Law ‘On the Halk Maslahaty of Turkmenistan,’ the Office of the Halk Maslahaty of Turkmenistan, together with the organising committee, must conduct the following work at a high level,” the esteemed Arkadag stated, setting out specific tasks.

In particular:

members of the Halk Maslahaty of Turkmenistan, deputies, active members of political and public organisations, professors and teaching staff of higher educational institutions, and the mass media must widely organise effective awareness-raising activities, speeches and meetings concerning the historical and socio-political significance of the work of the Halk Maslahaty during preparations for the meeting of the Halk Maslahaty of Turkmenistan and following its conclusion;

preparations for the meeting of the Halk Maslahaty of Turkmenistan must be carried out jointly with the organising committee according to an approved plan;

issues for consideration by the Halk Maslahaty of Turkmenistan must be prepared, and draft documents must be discussed in advance at meetings of the organising committee;

organisational and methodological guidance must be provided to the work of the halk maslahaty of the velayats, etraps and cities in preparing for the Halk Maslahaty meeting;

work must be carried out to review and register proposals and other appeals received from citizens;

a programme for conducting the meeting of the Halk Maslahaty of Turkmenistan must be prepared;

the necessary information must be prepared to provide mass-media coverage of the activities of the Halk Maslahaty of Turkmenistan;

organisational preparations for the meeting must be carried out in coordination with the Mejlis of Turkmenistan, Deputy Chairmen of the Cabinet of Ministers, the relevant ministries and sectoral administrative bodies, the administrations of the velayats and the cities of Arkadag and Ashgabat, and public associations;

in honour of the 35th anniversary of sacred independence and the year “Independent, Eternally Neutral Turkmenistan — the Homeland of the Swift Steed, the Embodiment of Aspirations,” the Mejlis of Turkmenistan must continue its joint work with ministries, sectoral administrative bodies, political parties and public associations to communicate and promote the state’s peace-loving and humanitarian domestic and foreign policy throughout the world through parliamentary diplomacy;

in accordance with the instructions of the esteemed President, work to grant state awards and honorary titles to compatriots who have achieved outstanding labour accomplishments during the years of independence and enjoy great authority and respect among the people must be carried out in an organised manner. The nomination of worthy individuals and the formalisation of the relevant documents must be completed in a timely manner and in accordance with established requirements.

Hero-Arkadag then gave the floor to Deputy Chairman of the Cabinet of Ministers H. Geldimyradov to speak on preparations for the meeting of the Halk Maslahaty of Turkmenistan.

The Deputy Prime Minister noted that, thanks to the efforts of the esteemed President and Hero-Arkadag, comprehensive work is currently being carried out in the country to develop and digitalise the national economy on an industrial and innovative basis and to fundamentally transform and modernise production sectors and the service industry.

It was stated that the successful implementation of the measures envisaged in the Programme for the Socio-Economic Development and Investment of Turkmenistan for 2026 creates favourable conditions for improving the people’s standard of living, increasing employment and ensuring decent working conditions.

The Deputy Prime Minister also reported that measures were being developed to ensure the positive resolution of all issues related to the organisation of the regular meeting of the Halk Maslahaty of Turkmenistan and that the necessary efforts would be made to conduct the nationwide forum in an organised manner.

The National Leader stressed that the organisational and administrative matters of the forthcoming Halk Maslahaty meeting must remain under close attention. All tasks relating to the logistical and operational support of the meeting must be carried out properly. To achieve this, coordinated joint work among the relevant bodies must be organised.

Hero-Arkadag then gave the floor to Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs R. Meredov.

R. Meredov stated that, based on the instructions given by the esteemed President at the expanded meeting of the Cabinet of Ministers and the tasks set by Hero-Arkadag, thorough preparations had begun for the organised conduct of the regular meeting of the Halk Maslahaty of Turkmenistan.

He also emphasised that the domestic and foreign policy initiated by the National Leader is currently being successfully implemented under the leadership of Arkadagly Hero Serdar.

As noted, the country has established diplomatic relations with states on the continents of Europe, America, Asia, Africa and Australia. Turkmenistan also cooperates effectively with respected international organisations. This demonstrates the success of Turkmenistan’s policy of neutrality.

During the year “Independent, Eternally Neutral Turkmenistan — the Homeland of the Swift Steed, the Embodiment of Aspirations,” internationally significant exhibitions, scientific and practical conferences, and various horse-breeding and equestrian competitions are planned. This indicates that the year, with its modern motto, is rich in vivid and significant events.

In this connection, it was noted that the progressive course of the state’s domestic and foreign policy encompasses large-scale work aimed at ensuring the prosperity of the country and the happy life of the people.

The country’s neutral status and its peace-loving, friendly and good-neighbourly relations are recognised internationally. This constitutes a principal condition for strengthening universal peace, security and sustainable development at the regional and international levels.

Hero-Arkadag emphasised that the permanent-neutrality status of Turkmenistan, which has embarked on a path of harmonious development in all areas, has been recognised three times through the relevant resolutions of the United Nations General Assembly. Political events conducted in the country must be coordinated with the Homeland’s policy of neutrality. Matters concerning the legal protection of people and the strengthening of national unity must be reflected in the country’s foreign policy.

The Chairman of the Halk Maslahaty of Turkmenistan then gave the floor to Chairman of the Halk Maslahaty of Ahal Velayat M. Berdiyev in order to learn about the level of local preparations for the forthcoming political event.

M. Berdiyev emphasised that, thanks to the efforts of the esteemed President and Hero-Arkadag, the country is confidently advancing towards new heights of development and that the work conducted by the state plays an important role in ensuring the happy life of the Turkmen people and the prosperity of the country.

He stated that the large-scale work carried out in accordance with the Programme for the Socio-Economic Development and Investment of Turkmenistan for 2026 is aimed at celebrating the 35th anniversary of sacred independence at a high level. He drew attention to the important role of the Halk Maslahaty of Turkmenistan, the supreme representative body of popular authority, in ensuring the success of noble undertakings.

The address noted that the state initiatives being implemented in the interests of the people, historic undertakings and humanitarian principles inspire the nation to accomplish great deeds.

M. Berdiyev also assured those present that the members of the Halk Maslahaty of Ahal Velayat would spare no effort in successfully fulfilling the tasks set before them.

Hero-Arkadag stated that particular attention must be paid to matters relating to local preparations for the regular meeting of the Halk Maslahaty. He emphasised that systematic awareness-raising work should be conducted among the population, particularly young people, to explain the importance of the socially oriented state policy, and that special sections on this subject should be introduced in periodicals. He also provided relevant recommendations.

At the regular meeting of the Presidium of the Halk Maslahaty, Minister of Defence and Secretary of the State Security Council B. Gundogdyyev expressed gratitude to the esteemed President and Hero-Arkadag for establishing the jubilee medal “Participant in the Ceremonial Military Parade Dedicated to the 35th Anniversary of the Independence of Turkmenistan.”

The medal was established to honour servicemen and employees of the military and law-enforcement agencies who will actively participate in the ceremonial military parade dedicated to the 35th anniversary of the country’s independence and contribute to its conduct at a high organisational level, as stated by the esteemed President at the expanded meeting of the Cabinet of Ministers held on July 10 of this year.

He also stressed that rewarding the personnel who will participate in the ceremonial military parade marking the glorious date would raise their morale and fighting spirit.

B. Gundogdyyev assured those present that every necessary effort would be made to successfully fulfil the designated tasks and to conduct the historically significant celebrations of the year “Independent, Eternally Neutral Turkmenistan — the Homeland of the Swift Steed, the Embodiment of Aspirations” in an organised manner.

The National Leader stated that the establishment of the jubilee medal “Participant in the Ceremonial Military Parade Dedicated to the 35th Anniversary of the Independence of Turkmenistan” is important in inspiring servicemen to celebrate the glorious date at a high level. At the same time, the pride of Turkmen youth in the Homeland must be reflected in the ceremonial military parade.

Hero-Arkadag then gave the floor to B. Muradova, Chairperson of the Committee of the Mejlis of Turkmenistan on Science, Education, Culture and Youth Policy.

B. Muradova stated that, thanks to the efforts of Hero-Arkadag and the esteemed President, a modern political and legal foundation has been created in the country on the basis of the rich historical experience accumulated by the glorious ancestors. This foundation incorporates democratic, legal and secular principles and serves as a reliable basis for state governance.

It was noted that the Halk Maslahaty of Turkmenistan plays an important role in strengthening unity between the state and the people, reinforcing the country’s legal foundations and ensuring the social protection of citizens.

In this connection, the speaker provided detailed information on the work being carried out on the basis of the esteemed President’s instructions to prepare for the regular meeting of the Halk Maslahaty at a high level.

B. Muradova emphasised that the coordinated work of the relevant bodies would be organised to conduct the nationwide forum at a high organisational level. The forum will become a historic event of great importance in the political, economic and cultural life of the country. She assured those present that they would devote all their abilities and efforts to carrying out the necessary work.

The esteemed Arkadag drew attention to the need to make the necessary efforts to develop the country’s digital system and to incorporate digitalisation objectives into urban-development programmes, using the city of Arkadag as an example. It was also stated that new laws should be drafted.

The National Leader offered a number of recommendations on continuing this work in harmony with the national principles established by the wise ancestors and emphasised the need to widely promote the achievements being made.

The floor was then given to Deputy Chairman of the Cabinet of Ministers T. Atahallyyev.

The Deputy Prime Minister noted that, in accordance with the instructions of the esteemed President, a number of horse-breeding and equestrian-sport events are planned throughout the year “Independent, Eternally Neutral Turkmenistan — the Homeland of the Swift Steed, the Embodiment of Aspirations.”

In this connection, various events aimed at widely promoting the significance of national horse-breeding traditions are being organised in the country and abroad.

In recent years, the exemplary Turkmen art of horse training and the nation’s horse-breeding traditions have been widely promoted internationally. Inspired by the principles of Hero-Arkadag and Arkadagly Hero Serdar, who hold Ahal-Teke horses in particularly high esteem and whose traditions have become an exemplary school, every necessary effort is being made to further enhance the global fame of Turkmen horses.

Equestrian-sport events occupy a particularly important place in the programme of celebrations.

Hero-Arkadag noted that Ahal-Teke horses hold a special place among the national values given to the world by the Turkmen people. He stated that matters relating to further enhancing their glory and increasing the number of purebred Ahal-Teke horses in the country must remain under constant attention.

“Particular importance must be attached to equestrian-sport events, beauty contests and meetings at various levels,” the National Leader emphasised, providing relevant recommendations.

The floor was then given to Deputy Chairman of the Cabinet of Ministers N. Atagulyyev.

The Deputy Prime Minister reported that exhibitions relating to the national horse-breeding system are currently being organised as part of large-scale events and competitions held in the country and abroad.

He stated that detailed information was being prepared for the forthcoming exhibitions about the unique characteristics of the unrivalled Ahal-Teke horses, the harmony of their coat colours and the methods used to train them.

It was also reported that, as part of exhibitions dedicated to Turkmen horses, specialists in the field are expected to deliver presentations on the history and origins of Ahal-Teke horses and the distinctive qualities of these steeds, whose character resembles that of human beings.

The National Leader noted that the important place deservedly occupied by Ahal-Teke horses in the international arena is a source of pride. He emphasised that exhibitions organised during the current year must reflect the people’s pride in and love for Ahal-Teke horses, as well as the place of these winged steeds in global horse breeding. He also provided recommendations on adopting an exceptionally responsible approach to the organisational standard of the exhibitions.

Hero-Arkadag then addressed the participants in the meeting of the Presidium of the Halk Maslahaty and noted that the Halk Maslahaty of Turkmenistan faces major tasks concerning the country’s development.

“The Halk Maslahaty must continue its joint work with the Mejlis of the country, the Government of Turkmenistan and public associations and carry out effective activities for the further comprehensive development of our Homeland. One of the principal tasks is to conduct coordinated work to successfully implement the adopted programmes for the country’s further socio-economic development and the consistent democratisation of society. In the future, we must continue to work on new proposals in order to successfully pursue our policy of reforms in various areas. Our principal objective is to ensure a prosperous life for the entire population of the country and create a comfortable living environment for every person,” the National Leader of the Turkmen people continued.

Hero-Arkadag stated that the matters included on the meeting’s agenda had been considered and signed the Resolutions of the Presidium of the Halk Maslahaty of Turkmenistan concerning the convening and organised conduct of the meeting of the Halk Maslahaty of Turkmenistan.

In accordance with the document, the date and venue of the meeting of the Halk Maslahaty of Turkmenistan were determined. An organising committee was also established to conduct the nationwide forum at a high level, and its composition was approved.

Hero-Arkadag stated that the work relating to the conduct of the Halk Maslahaty of Turkmenistan meeting at a high organisational level had officially commenced. He expressed firm confidence that everyone would make a worthy contribution to the successful conduct of this important socio-political event and wished the participants good health, family well-being and great success in their work.
