Meeting of the Cabinet of Ministers of Turkmenistan

On July 24, the President of Turkmenistan held a regular meeting of the Cabinet of Ministers via a digital system. A number of issues related to the country’s public affairs were considered.

First, Chairperson of the Mejlis D. Gulmanova reported on the ongoing work to modernize national legislation. It was noted that the Mejlis is preparing draft laws of Turkmenistan aimed at protecting human rights and freedoms and legitimate interests, ensuring state registration of rights to immovable property, and providing legal support for the country’s accession to international instruments. Relevant work is also being carried out to introduce modern amendments and additions to a number of existing legislative acts.

The Mejlis continues to consistently develop relations with international organizations and the parliaments of foreign countries. In particular, the national parliament hosted a meeting with a delegation led by the chairperson of the Korea–Turkmenistan Interparliamentary Friendship Group, which was visiting Turkmenistan. The parties discussed the further development of interparliamentary relations between the two countries.

Representatives of the Mejlis participated in meetings and training seminars organized by the United Nations Development Programme and the International Organization for Migration jointly with the relevant state institutions of Turkmenistan.

The President of Turkmenistan emphasized the importance of continuing the work to strengthen the country’s legislative framework and modernize legislative acts.

Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on preparations for the Investment Forum of Turkmenistan. It was noted that, in accordance with the relevant Resolution of the President of Turkmenistan, the forum is scheduled to be held in Ashgabat in October of this year.

The Investment Forum and its related events are expected to address Turkmenistan’s economic development and investment attractiveness, key areas of the fuel and energy sector and industry, the development of reliable transport and communications systems, digital and green transformations for sustainable development, the introduction of digital financial technologies, agribusiness, climate-resilient agriculture, environmental protection, the development of trade and services, cooperation with international financial institutions, the promotion of public-private partnerships, and strategic directions aimed at diversifying the economy.

In this regard, a corresponding proposal was submitted for consideration by the head of state.

After hearing the report, the President of Turkmenistan noted that effective work is being carried out to attract foreign investment to the national economy and develop international cooperation in this field. The President supported the proposal to hold the Investment Forum of Turkmenistan in Ashgabat in October of this year and instructed the Deputy Prime Minister to carry out the relevant work.

Deputy Chairman of the Cabinet of Ministers G. Agajanov reported on the activities of the Turkmengeology State Corporation. It was noted that, in order to ensure the efficient use of the country’s mineral resources, relevant measures are being taken to carry out exploration and research of rare minerals in accordance with international practices.

Effective cooperation is being established with leading foreign companies in this area. This is of great importance for identifying mineral deposits. In this regard, the Deputy Prime Minister submitted a corresponding proposal for consideration by the head of state.

After hearing the report, the President of Turkmenistan noted that programme-based measures are being implemented in the country to identify underground resources and ensure their efficient use. The President supported the proposal to establish international cooperation in mineral exploration and instructed the Deputy Prime Minister to carry out the relevant work.

Deputy Chairman of the Cabinet of Ministers T. Atahallyyev reported on the progress of seasonal activities in the agricultural sector and the regions.

Currently, as part of seasonal agricultural work in the regions, cotton fields are being maintained in accordance with agrotechnical standards, including inter-row cultivation and vegetation irrigation.

As part of preparations for the cotton harvesting season, work is being carried out to prepare cotton harvesters, other agricultural machinery, cotton-processing enterprises, cotton collection points and vehicles to be used to transport the harvest.

To ensure an organized start to the wheat sowing campaign, ploughing and land levelling are continuing in fields designated for wheat, along with the repair of agricultural machinery and preparation of the necessary wheat seeds.

Livestock farms are also carrying out relevant work to create fodder reserves, properly maintain livestock, increase animal numbers and improve productivity.

After hearing the report, the President of Turkmenistan emphasized the importance of continuing the comprehensive development of the agricultural sector, carrying out timely maintenance of cotton fields, and fully preparing cotton-processing enterprises and vehicles used to transport the harvest for the season.

The head of state instructed the Deputy Prime Minister to effectively continue preparing land for the sowing campaign for next year’s wheat harvest.

Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the work carried out by the Ministry of Energy.

It was noted that relevant measures are currently being implemented to increase the production capacity of institutions and enterprises under the ministry, reliably supply consumers throughout the country with electricity, and introduce modern technologies and equipment into production.

This contributes to the further expansion of energy capacity, the full supply of electricity to consumers, the export of certain volumes of electricity and the establishment of new production facilities.

After hearing the report, the President of Turkmenistan noted that effective work is being carried out to develop the country’s electric power sector and strengthen its material and technical infrastructure.

The head of state instructed the Deputy Prime Minister to continue the work aimed at supplying domestic consumers with electricity.

Deputy Chairman of the Cabinet of Ministers N. Atagulyyev reported on the ongoing work to organize the sale of school supplies.

It was noted that, ahead of the new academic year, relevant measures are being taken to organize the sale of goods required by schoolchildren and students. Retail outlets are expected to offer school supplies and various textile products to the public.

The Deputy Prime Minister said it had been proposed to organize the sale of school supplies in the country’s regions and districts, as well as in Ashgabat and Arkadag, starting August 1 of this year.

After hearing the report, the President of Turkmenistan emphasized the importance of studying public demand for various types of school supplies and organizing mobile retail outlets as part of preparations for the new academic year.

The head of state supported the proposal prepared in this area and instructed the Deputy Prime Minister to carry out the relevant work.

Deputy Chairperson of the Cabinet of Ministers B. Seyidova reported on the programme of major events scheduled for August of this year.

It was noted that next month will feature various celebrations, exhibitions, conferences and public-awareness events connected with the declaration of 2026 as the year “Independent, Permanently Neutral Turkmenistan — the Homeland of Swift Akhal-Teke Horses and Noble Aspirations,” as well as the 35th anniversary of the country’s sacred Independence.

During the summer holiday season, cultural and public events, creative and talent competitions, sports contests, artistic reading competitions and national games are planned for children.

Field training seminars entitled “The Role of Historical Monuments in Studying the Values Inherited from Our Ancestors” are expected to be held at the country’s historical and cultural monument complexes, while a conference entitled “The Natural Beauty of the Kopetdag Mountains” will be held at the Kopetdag State Nature Reserve.

The final stages of the “Ýaňlan, Diýarym!” television competition for young amateur singers in the Lebap and Mary regions, as well as the final stage of the “Çalsana, bagşy!” competition, are also planned.

After hearing the report, the President of Turkmenistan noted that many events are being held throughout the country during the year “Independent, Permanently Neutral Turkmenistan — the Homeland of Swift Akhal-Teke Horses and Noble Aspirations.”

The head of state instructed the Deputy Prime Minister to ensure thorough preparations for the events scheduled for August and to conduct them at a high organizational level.

Deputy Chairman of the Cabinet of Ministers B. Mammedov reported on preparations for a joint training camp involving athletes from the Abu Dhabi Cycling Club and Turkmenistan’s national cycling team.

It was noted that the necessary work is currently being carried out to organize the planned training camp in the capital at a high organizational level. The programme is expected to include methodological training seminars and other activities.

In this regard, the Deputy Prime Minister submitted a corresponding proposal for consideration by the head of state.

After hearing the report, the President of Turkmenistan noted that work is being carried out in the country to develop sport and identify talented athletes.

The head of state supported the proposal to organize the joint cycling training camp in Ashgabat and instructed the Deputy Prime Minister to carry out the relevant work.

Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs R. Meredov reported on Turkmenistan’s priority positions for the 81st session of the United Nations General Assembly.

It was noted that developing strategic cooperation with the United Nations is one of the priority areas of the country’s foreign policy. The Ministry of Foreign Affairs is currently carrying out the relevant work to prepare for the upcoming session.

Based on the initiatives advanced by the head of state at the international and regional political levels, Turkmenistan’s priority positions for the 81st session of the UN General Assembly have been prepared. The document consists of several main areas.

Strengthening global peace and security was identified as one of the key priorities. In this regard, it was noted that Turkmenistan views the 81st session of the General Assembly as an important stage in uniting the efforts of the international community in the interests of strengthening peace and stability.

For many years, Turkmenistan has advanced a number of initiatives within the United Nations and its structures. These include resolutions related to the principles of “Peace and Trust” and “Dialogue is a Guarantee of Peace,” as well as the resolution entitled “The Role and Importance of the Policy of Neutrality in Maintaining and Strengthening International Peace, Security and the Sustainable Development Process.”

At the upcoming session of the General Assembly, Turkmenistan plans to hold interstate consultations under the auspices of the United Nations on developing a Global Peace Strategy based on the principles of peace, security and preventive diplomacy.

To promote a comprehensive approach to strengthening international peace and security, the country will continue to advocate the further development of a space for trust, dialogue and preventive diplomacy.

In this context, Turkmenistan will propose declaring 2027–2037 the United Nations Decade of Dialogue and Preventive Diplomacy.

Turkmenistan will also propose an initiative to establish a Group of Friends of Multilateralism and the Sovereign Equality of States within the United Nations.

Relevant work will be carried out with the United Nations and its structures to implement the initiative of the President of Turkmenistan to establish a University of Peace and Neutrality.

As the next step in this area, consultations will be held on establishing an Academic Centre for Peace, Neutrality and Preventive Diplomacy under the Department of Peace and Neutrality of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan.

Turkmenistan will propose developing, under the auspices of the United Nations, an International Code for the Peaceful Use of Artificial Intelligence in International Relations and Diplomacy.

An international expert dialogue on digital trust and the responsible use of artificial intelligence is planned to be held in Ashgabat under the auspices of the United Nations.

To further provide comprehensive support for the United Nations Regional Centre for Preventive Diplomacy for Central Asia, Turkmenistan will submit to the General Assembly another draft resolution entitled “The Role of the United Nations Regional Centre for Preventive Diplomacy for Central Asia.”

Cooperation in sustainable development and transport is also of major importance. Based on initiatives put forward by the President of Turkmenistan, the country acts as one of the world’s leading centres of transport diplomacy.

In this regard, at Turkmenistan’s initiative, the 80th session of the General Assembly adopted a resolution proclaiming 2026–2035 the United Nations Decade of Sustainable Transport.

Within the framework of the resolution, Turkmenistan will continue working to create a Global Atlas of Sustainable Transport Connectivity as a worldwide analytical and information instrument for monitoring the implementation of the decade’s objectives.

The country will continue its active participation in the practical implementation of the Awaza Programme of Action for 2024–2034 and the Awaza Political Declaration.

It will be proposed to consider establishing an International Centre for Sustainable Trade Logistics and Customs Cooperation in Turkmenistan under the auspices of the United Nations.

The country will also advance an initiative to establish, under the auspices of the United Nations, an interregional transport corridor connecting South and Central Asia with Europe through the Caspian Sea.

Ensuring environmental security, addressing climate change and promoting the rational use of energy resources are among the main areas of Turkmenistan’s cooperation with the United Nations and its specialized agencies.

In this area, the country will advance an initiative to establish the Ashgabat Climate Dialogue, a new multilateral cooperation platform aimed at developing international cooperation on an institutional basis and promoting climate-related initiatives.

Turkmenistan will put forward an initiative to strengthen the climate resilience of regions affected by drought and water scarcity.

To implement the provisions of the UN General Assembly resolution entitled “The Key Role of Reliable and Stable Energy Connectivity in Ensuring Sustainable Development,” adopted at Turkmenistan’s initiative, consultations will be held on preparations for a high-level forum entitled “Sustainable Energy for All.”

Developing humanitarian cooperation is another important priority. At the initiative of the head of state, Turkmenistan pays particular attention to promoting dialogue among women and young people.

In this area, the country will ensure the further advancement of the Dialogue of Women of Central Asian Countries and expand its cooperation with the United Nations Peacebuilding Commission and UN Women within the framework of the Women, Peace and Security agenda.

Work will also continue to increase young people’s participation in international relations and peaceful initiatives and to support the Central Asian Youth Dialogue.

Within the framework of the Youth, Peace and Security agenda, the country will promote greater practical participation by young people in international and regional initiatives.

International law and cooperation with the United Nations were also identified as important areas.

At the initiative of the head of state, Turkmenistan consistently puts forward global proposals highlighting the importance of international law. One such initiative is the proposal to declare 2028 the Year of International Law.

This once again emphasizes the importance of international norms governing relations between states, as well as the Charter of the United Nations.

As part of preparations for the Year of International Law, it is proposed to hold an international conference in Turkmenistan devoted to the interrelationship between international law, disarmament, neutrality, preventive diplomacy and sustainable development.

Turkmenistan will continue its active work as a member of the United Nations Economic and Social Council for 2026–2028, as well as in other United Nations bodies and commissions.

During the 81st session of the United Nations General Assembly, preparatory work will be carried out to support Turkmenistan’s election as a non-permanent member of the UN Security Council for 2031–2032 and to other elected positions within the organization.

It is planned to submit Turkmenistan’s priority positions for the upcoming General Assembly session to the United Nations Secretariat, circulate them among the organization’s member states, and publish information on the document’s contents in national and international media.

After hearing the report, the President of Turkmenistan noted that the country attaches great importance to developing multifaceted cooperation with the United Nations and strengthening global peace and security.

In this regard, the head of state supported the prepared proposals and instructed the Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs to ensure thorough preparations for the 81st session of the United Nations General Assembly.

Deputy Chairman of the Cabinet of Ministers B. Annayev reported on the ongoing work to improve the railway transport sector.

It was noted that, as part of the country’s socioeconomic development, modern railway station buildings are planned to be constructed in the regions, and relevant work is currently being carried out.

This will contribute to further improving the efficiency of the sector and creating modern and comfortable working conditions for its employees.

In this regard, the Deputy Prime Minister submitted corresponding proposals for consideration by the head of state.

After hearing the report, the President of Turkmenistan noted that effective work is being carried out to modernize the country’s railway transport sector.

The head of state approved the proposals to construct modern railway station buildings in the Ahal, Balkan and Mary regions and instructed the Deputy Prime Minister to carry out the necessary work.

The meeting also considered a number of other important issues related to public affairs, and corresponding decisions were adopted.

Concluding the meeting of the Cabinet of Ministers held via a digital system, President of Turkmenistan Serdar Berdimuhamedov wished the participants strong health, family well-being and great success in their work for the prosperity of the sovereign Motherland.
