Meeting of the Cabinet of Ministers of Turkmenistan

On July 18, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via the digital system. A number of matters concerning national affairs were considered.

Chairperson of the Mejlis D. Gulmanova first reported on the work being carried out to improve the country’s legislation. As noted, based on the adopted programmes for the political, socioeconomic and cultural development of the country and the principles of the Constitution of Turkmenistan, proposals received from ministries and sectoral administrative bodies are being analysed. Work is underway to draft new laws of Turkmenistan and introduce modern amendments and additions to a number of existing legislative acts.

The Mejlis accepted the credentials of the newly appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Kenya to Turkmenistan and discussed matters related to developing cooperation between the two countries. Relations with international organisations and foreign parliaments are also being consistently expanded. In this regard, members of the Mejlis participated in training seminars organised by United Nations agencies and the Organization for Security and Co-operation in Europe jointly with the relevant state institutions of Turkmenistan.

President Serdar Berdimuhamedov stressed the importance of continuing the work on drafting new legislation.

Deputy Chairman of the Cabinet of Ministers H. Geldimyradov then reported on the work being carried out to improve the state insurance system. As noted, consistent efforts are being made to further develop this sector and adopt regulatory legal acts concerning compulsory state insurance. In particular, the Law of Turkmenistan “On Amendments and Additions to Certain Legislative Acts of Turkmenistan” was adopted in November 2025. In accordance with the law, the State Insurance Organization of Turkmenistan, jointly with the relevant ministries and sectoral agencies, prepared draft regulations relating to state insurance. A relevant proposal was submitted to the Head of State.

After hearing the report, the President noted the effective work being undertaken to develop the insurance system and improve regulatory legal acts in this area. He instructed the Deputy Prime Minister to carry out the necessary work to improve the compulsory state insurance system.

Deputy Chairman of the Cabinet of Ministers G. Agajanov then reported on the modernisation of the material and technical base of institutions and enterprises under the Turkmengaz State Concern. As noted, the effective work carried out in this area contributes to the reliable supply of Turkmen natural gas to domestic consumers and export destinations. Particular importance is attached to expanding cooperation with leading foreign companies, including a relevant company from the Federal Republic of Germany. This is a clear result of the conditions created by the President and the Hero-Arkadag for developing Turkmen-German business cooperation.

The Deputy Prime Minister submitted a draft document for consideration by the Head of State. After hearing the report, the President stressed the importance of continuing the Turkmengaz State Concern’s efforts to increase natural gas production. To ensure the successful implementation of the tasks assigned to the oil and gas sector, the Head of State signed the relevant Resolution and instructed the Deputy Prime Minister to carry out the necessary work.

Deputy Chairman of the Cabinet of Ministers T. Atahallyyev reported on seasonal agricultural activities in the velayats. As noted, crop maintenance continues in cotton fields in accordance with agricultural standards. In particular, inter-row cultivation, mineral fertiliser application and irrigation are being carried out. As part of preparations for the cotton harvesting season, cotton harvesters, cotton-processing enterprises, cotton receiving facilities and various types of machinery are being readied.

To secure a rich wheat harvest next year, work is underway to prepare land for the sowing season. Ploughing and levelling of fields continue, along with the preparation of wheat seeds, agricultural machinery and equipment required for sowing. Water is also being accumulated in reservoirs, while irrigation and drainage canals are being cleaned to improve water supplies to agricultural land, enhance the condition of the soil and ensure the economical and efficient use of water resources.

After hearing the report, President Serdar Berdimuhamedov stressed the importance of continuing the comprehensive development of agriculture and maintaining strict control over the transportation of harvested wheat from receiving points to warehouses and grain elevators. The Head of State also instructed the Deputy Prime Minister to continue effectively maintaining cotton fields in accordance with agricultural standards.

Deputy Chairman of the Cabinet of Ministers B. Annamammedov then reported on the work of the Turkmenhimiya State Concern. As noted, measures are currently being taken to increase the production capacities of the concern’s plants and strengthen their material and technical base. This contributes to increasing output and enhancing production potential. Effective cooperation with leading foreign companies is being pursued to improve performance in this area.

President Serdar Berdimuhamedov stated that effective work is being carried out to ensure the uninterrupted operation of the country’s chemical enterprises at full production capacity. The Head of State instructed that efforts to bring the plants of the Turkmenhimiya State Concern to their designed capacity be continued effectively.

Deputy Chairman of the Cabinet of Ministers N. Atagulyyev reported on the activities of the sector under his supervision, particularly the Turkmenhaly State Association. As noted, measures are being taken to further strengthen the material and technical base of artistic carpet-weaving enterprises under the association and ensure their regular supply with dyes and chemicals. Particular importance is attached to cooperation with leading foreign companies.

The Deputy Prime Minister submitted a relevant proposal to the President. President Serdar Berdimuhamedov noted the great attention paid to developing the national art of handmade carpet weaving and improving product quality. The Head of State approved the proposal aimed at strengthening the production base of the Turkmenhaly State Association and instructed the Deputy Prime Minister to carry out the necessary work.

Deputy Chairperson of the Cabinet of Ministers B. Seyidova reported on measures to improve the activities of the Turkmen State Publishing Service. As noted, thanks to the support of the President and the Hero-Arkadag, work is underway to further strengthen the service’s material and technical base and ensure uninterrupted operation at full capacity.

The Deputy Prime Minister also reported that cooperation had been established with leading foreign companies to improve the effectiveness of this work and submitted a draft document for consideration by the Head of State. President Serdar Berdimuhamedov noted the ongoing work to improve the activities of the Turkmen State Publishing Service. The Head of State signed a document aimed at strengthening the material and technical base of the country’s publishing system and instructed the Deputy Prime Minister to carry out the relevant work.

Deputy Chairman of the Cabinet of Ministers B. Mammedov reported on preparations for the organised holding of the final national stage of the competition for talented children, “Pearls of Independence.” As noted, broad opportunities are being created for the younger generation to receive modern education and upbringing and to worthily continue the traditions of the country’s masters of art. The competition plays an important role in fostering young people’s love of art and identifying their talents and abilities.

Twenty-one young singers who distinguished themselves through highly skilled performances of songs and musical works glorifying the Independent, Permanently Neutral Motherland and the modern era, along with 14 children’s dance, music and folk groups, earned the right to participate in the national stage.

A relevant proposal was submitted to the Head of State. President Serdar Berdimuhamedov stated that all conditions are being created for young people to receive modern education and engage in creative activities. The Head of State instructed the Deputy Prime Minister to ensure thorough preparations for the final national stage of the “Pearls of Independence” competition and to hold it at a high level.

The floor was then given to Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs R. Meredov. On behalf of the participants, the Deputy Prime Minister and Foreign Minister first sincerely congratulated the President on the successful completion of his state visit to Georgia. He noted that the high-level talks had covered a wide range of issues relating to the development of relations between Turkmenistan and Georgia, while the President’s participation in the Turkmen-Georgian Business Forum had been an important step in advancing bilateral trade and economic cooperation. It was also stated that the Turkmenistan Culture Days held in Georgia marked a new stage in cultural and humanitarian relations between the two countries.

The Deputy Prime Minister and Foreign Minister then continued with a report on Turkmenistan’s international cooperation in the field of climate change. As noted, the systematic development of the country’s international cooperation on climate change with foreign states and international organisations is one of the priorities of the President’s foreign policy.

A number of relevant proposals were submitted to the Head of State. In particular, it was proposed to establish an Interdepartmental Working Group to implement the President of Turkmenistan’s international climate initiatives. The group would hold regular talks with representatives of foreign states, international organisations and international financial institutions. It would also coordinate work on establishing a Regional Centre for Climate Technologies in Central Asia, a Regional Centre for Combating Desertification and other international environmental initiatives.

To broadly promote Turkmenistan’s climate initiatives among the international community and strengthen international support for them, it was proposed to actively participate in high-level regional and global conferences, forums and exhibitions, organise related events within their framework and establish Turkmenistan’s national pavilions or presentation platforms. These measures would contribute to the further development of the country’s environmental diplomacy, attract new partners and expand international financial and technical support.

It was also proposed to establish the Ashgabat Climate Dialogue as a new institutional form of international cooperation to strengthen Turkmenistan’s role and importance in addressing key issues on the global climate agenda and to consistently implement the country’s important initiatives in this area.

In addition, it was proposed to prepare Turkmenistan’s Action Plan for establishing regional centres for climate technologies and combating desertification in Central Asia. The plan would cover the management structures of these centres and the instruments for cooperation. To ensure that they become leading regional platforms for cooperation and innovation, it was considered appropriate to continue coordinated work with the relevant United Nations agencies and other international partners.

To ensure the financial sustainability of the international initiatives mentioned above, it was proposed to further expand cooperation with the relevant United Nations agencies, the Green Climate Fund, the Global Environment Facility and the Adaptation Fund, as well as international financial institutions such as the World Bank and the Asian Development Bank.

After hearing the report, President Serdar Berdimuhamedov noted that Turkmenistan is carrying out effective work at the regional and international levels to combat climate change and ensure environmental security. The Head of State approved the proposals prepared to develop international climate cooperation and instructed the Deputy Prime Minister and Foreign Minister to carry out the relevant work.

Deputy Chairman of the Cabinet of Ministers B. Annayev reported on work to strengthen the material and technical base of the national fleet. As noted, measures are being taken to build new dry cargo vessels to develop shipbuilding and modernise and expand the national fleet. This will help enhance Turkmenistan’s shipbuilding capacity in the Caspian Sea, further strengthen the material and technical base of the national fleet and increase freight volumes.

The Deputy Prime Minister submitted a relevant proposal for consideration by the Head of State. President Serdar Berdimuhamedov noted the effective work being undertaken to strengthen the material and technical base of the national maritime fleet and instructed the Deputy Prime Minister to continue improving the operations and increasing the production capacity of the Balkan Shipbuilding and Ship Repair Plant.

The meeting also considered a number of other important matters concerning national affairs, and relevant decisions were adopted.

Concluding the meeting of the Cabinet of Ministers held via the digital system, President Serdar Berdimuhamedov wished the participants good health, family well-being and great success in their work for the prosperity of the Motherland.
